FLARC GENERAL MEETING - December 1, 1998
The meeting was called to order by Dave N9DMS at 7:30 PM. Minutes of the previous meeting were read and approved. Guests were Larry McCalvy WA9JMO, Tom Garrison KB9TPQ, Michael Baker, and John Longfield.
DX - Jim KE9ET reported that Amsterdam Island (FT5ZH) and Burma (XZ1N) are on, also Thailand on RTTY.
CONTESTS - ARRL 160 Meter CW contest is December 4-6 and the ARRL 10 Meter Contest is December 12-13.
WEB PAGE - Stas KC2AK announced that the Field Day photos have been posted; be sure to check out the operator in the pink hot pants.
NETS - The 10 Meter Net is doing well with several check-ins from Arizona. The 75 Meter Net has been starting up early sometimes.
HOLIDAY PARTY - Mary KF9ZB said it would be at Rocky Rococo Pizza on the west side from 6-9 PM on December 15. Pizza, breadsticks, and soda for members and guests for $2 each, VEs free with current credentials.
WEM - Mack N9NTB said the Pactor system is up and running for the Federal Highway Administration net. A Skywarn class for hams will be held February 27 at Military Affairs.
SPACE PLACE - Jim KB9REO announced the December 8 program would be Dr. Larry Zumowski talking about the planet Neptune. Monitoring of the Leonid meteor shower maxed at about 100 per hour with modest equipment. They will try the Geminid shower next.
NOVICE CLASS - There will be a crash no-code tech class on January 16-17 in cooperation with BARS at Space Place. Please help publicize the class; the Feedline flyer can be copied and posted. Contact Don W9IXG for more info. Colin KB0UPK will distribute help on learning CW outside of class.
OLD BUSINESS - Ted K9IMM made a motion to accept the 1999 budget as printed in the December Feedline, seconded by John KA9KYB, motion passed with no discussion.
NEW BUSINESS - Carol NS9L will be working on the 1999 Directory and needs e-mail addresses from anyone that wants them included in their listing. For the electronic Feedline, she needs to know who wants it as PDF, HTML, or with attachments. Do we want to offer reduced dues for people who want the e-news? Roger K9EMG asked for suggestions for the DX Club presentation in February. Possibilities were DXpeditioning and ham radio etiquette.

FLARC GENERAL MEETING - November 17, 1998
The meeting was called to order at 7:30 PM by Dave N9DMS. Minutes of the previous meeting were read and approved. Balance in the treasury was $2460.50. Guests were Larry Seidl KB9TGT, Tom Garrison KB9TPQ, and Mike Baker. DX - Jim KE9ET said Pratas Island (BV9P) is on now - all bands.
CONTESTS - Frank WB9NOV reminded people of the ARRL SSB Sweepstakes on November 21-23; CQ Worldwide DX CW on November 28-29; ARRL 160 Meter contest on December 4-6; and ARRL 10 Meter Contest on December 12-13. He also reminded people to begin putting an extra cent of postage on stateside return QSL envelopes in anticipation of the increased rates.
REPEATERS - Don W9IXG mentioned the voter network on 147.15 is hurting.
HOLIDAY PARTY - Mary KF9ZB said to be at the westside Rocky Rococo Pizza on December 15 from 6-9 PM. $2 per person, VEs free with current credentials.
NETS - Sam KG9NG said the InfoNet needs net controls.
SPACE PLACE - Don W9IXG has been counting meteors. The W9S special-event certificates and QSLs are being mailed out.
NOVICE CLASS - BARS and FLARC will have a crash course, possibly the third weekend of January. BARS is trying to get more space in the Engineering Building on the UW campus. Their new HF antenna lasted almost a week, until the big windstorm.
NEW BUSINESS - Ted K9IMM mentioned a Sputnik clone, RS 41, is up in space.
BUCK NIGHT - Winner was John KA9KYB. Not present were Tony AA9OC, Mack N9NTB, Victor KB9MAH, Don KA9ZPX, Tom WT9E, Bob WT9Q, and Duane K9SFI.
PROGRAM - Budget presentation by treasurer Marylynn K9SAM. John KA9KYB made a motion to vote on the proposed budget at the next meeting, seconded by Gari NG9V, passed. Copies will be in the December Feedline.

The meeting was called to order by Dave N9DMS at 7:30 PM. Minutes of the previous meeting were read and approved. Guests were Joe Streeter AA9TV and Craig Nicholson KW9R.
DX - Jim KE9ET said the bands have been wide open. Pratas Island (BV9P) is a possibility.
CONTESTS - Frank WB9NOV mentioned the ARRL CW Sweepstakes on November 7-9 and WAE RTTY on November 14-15.
NETS - A net control is still needed for fifth Thursdays, contact Sam KG9NG to volunteer. VHF - Chuck WA9ACI mentioned 6 meters has been slow. Colin KB0UPK said the MARA meeting has been rescheduled for November 16 due to the conflict with the Packers on Monday Night Football. Their Christmas Party is December 7 at the Maple Tree.
RED CROSS - Rich WB9QHD is ready to go back to Puerto Rico. WEM - Mack N9NTB reported on the Point Beach Nuclear Plant drill held earlier in the day. The local simulated evacuations included 2-meter activity only.

NEW BUSINESS - George W9WUU reminded everyone to get their restructuring comments in to the FCC and ARRL. E-mail is preferred.

DX - Phil KE9XN mentioned the bands are opening up a little more. 10 has been open to Africa. A DXpedition to Scarborough Reef (BS7H) is a possibility.
CONTESTS - Frank WB9NOV reminded everyone of the CQ WW DX SSB Contest this weekend. Be sure to try 10 meters.
REPEATERS - Gary N9DRA said 147.15 was fixed quickly.
RED CROSS - Chuck WA9ACI is still looking for more communications help. Portable equipment would be especially handy.
WEB PAGE - Stas KC2AK reported some new forms have been posted.
NETS - Peg KB9LIE mentioned the InfoNet needs a net control for fifth Thursdays, plus some alternates. Contact Sam KG9NG.
SPACE PLACE - Don W9IXG announced the annual Telescope and Binocular Night would be October 27th.
NOVICE CLASS - Gary KG9FL said we may be able to share holding a class with BARS.
WEM - Mack N9NTB mentioned there is a big push on for check-ins to the daily state nets.

FLARC GENERAL MEETING - October 6, 1998
The meeting was called to order by Gary KG9FL at 7:30 PM. Minutes of the previous meeting were read and approved. Treasurer Marylynn K9SAM reported a balance of $2649.29 with 108 members. Guests were Larry Seidl KB9TGT and Craig Nicholson KW9R. DX - Frank WB9NOV said Eritrea (E3) has been on a lot. He expects good conditions on 10 meters for CQ WW.
CONTESTS - CQ WW SSB is October 24-25.
REPEATERS - Gary N9DRA reported that 147.15 has no audio at present. 146.76 is doing better.
RED CROSS - Chuck WA9ACI has been working on upgrading the radio room. They have been using 2 meter FM, packet, and 80 meter CW. Communicators are needed, not just radio operators. The radio room needs a good cleaning.
VE - Next session is Saturday the 10th. New VEs are always welcome.
NETS - Sam KG9NG said the InfoNet needs a couple more net controls.
NOVICE CLASS - Gary KG9FL is resigning as instructor due to work commitments.
SPACE PLACE - Jim KB9REO mentioned the new ICOM 2100 for 2 meters. He is looking for a design for a crystal radio kit the students can build. The 27th is the annual Telescope and Binocular Night.
FOX HUNT - The trophy was presented to Don W9IXG, Jim KB9REO, and Tony Lattis.
SESQUICENTENNIAL - Don W9IXG had the certificates. Most QSLs have been mailed.
WEM - Mack N9NTB reported two new antennas at Military Affairs. The Governor's conference noted the importance of hams in the New Hampshire ice storm.
PROGRAM SUGGESTIONS - Frank WB9NOV suggested checking old Feedlines for ideas.

FLARC GENERAL MEETING - September 15, 1998
The meeting was called to order by Dave N9DMS at 7:30 PM. Minutes of the previous meeting were read and approved. Treasury has $2691.29 with 108 members. Expenses were mainly Field Day, insurance, and QSL cards. Don W9IXG resigned from the board due to other commitments. Steve KB9RRM was appointed by the board to fill the position. Guest was Art Evans KA9KLZ.
DX - Jim KE9ET reported 10 meters is improving slowly. There will be three new DXCC entities for contacts made after March 1, 1998 - Temotu, the Austral Islands, and the Marquesas. VHF - Doc K9YXW said 6 meters is improving also.
CONTESTS - Frank WB9NOV mentioned that CQ WW RTTY is September 26 and the SSB part is October 24-25.
VE - Peg KB9LIE reported two new advanced, two techs, and a tech plus from the September exam session.
WEB PAGE - Stas KC2AK reported over 4000 hits so far. Field Day photos will be posted soon with the help of Steve WD9FLI.
NETS - The 10 Meter Net had a check-in from southern California. 75 has had numerous QRP check-ins. The InfoNet has started up again. Net controls are needed for the third, fourth, and fifth weeks. Contact Sam KG9NG.

The meeting was called to order by Dave N9DMS at 7:30 PM. Minutes of the previous meeting were read and approved. The new balance was $3090.77 with 108 members.
VHF - Ted K9IMM said the 6 meter openings were continuing but nothing so far to Europe.
SESQUICENTENNIAL - Don W9IXG has received requests for 262 certificates and 222 QSLs so far from 1835 QSOs. Income was $236. Corky KA9BDY has the QSL cards done. Steve KB9RRM needs help printing the labels from an Excel file if that is possible.

FLARC General Meeting - June 2, 1998
The meeting was called to order by Dave N9DMS at 7:30 pm. Minutes from the previous meeting were read and approved.
GUESTS - Bill Jakel and Bill Gulley KB9SUP.
DX - Jim KE9ET reported that Mini-Tori-Shima (JD1), W. Malaysia (9M2), and Tunisia (3V) will be on. 15 meters has had some morning openings to the west.
VHF/UHF - Ted K9IMM reported daily openings on 6 meters, peaking around sunset. The Bahamas (C6A) have been on, but still no transatlantic.
CONTESTS - Frank WB9NOV mentioned the ARRL VHF contest on June 13-15. Field Day is June 27-28. Gary KG9FL said FLARC was second in the Wisconsin QSO Party club competition with three fewer operators than last year. There were 248 total entries. Bob WT9Q and Tony AA9OC were in the Top Ten. N9CK was fifth in multi-multi.
REPEATERS - Doc K9YXW reported a new link antenna for 146.88.
RED CROSS - Chuck WA9ACI has a portable packet drill scheduled for 1 PM Saturday at Field Day on 145.61. VE - Next session is June 13. New VEs and helpers are always welcome.
NOVICE CLASS - Gary KG9FL said the class was almost over. Next session is tentatively starting in August.
SESQUICENTENNIAL - Don W9IXG said QSLs were pouring in. He hopes to get a preliminary count soon.
EMERGENCY MANAGEMENT - Mack N9NTB said State Patrol made the big move from East Washington Avenue out to De Forest with only a few glitches. The WEM hamshack's MFJ-1798 antenna had the counterpoise removed and is still working okay so far.
NEW BUSINESS - Gary KG9FL still needs a couple of operators for the Tour de Cure bike ride June 7. Meet at 7:30 AM at Elver Park.

DX - Jim KE9ET reported that St. Brandon (3B7) just finished. Bhutan (A51) may have a big DXpedition to reintroduce ham radio.
VHF/UHF - Ted K9IMM reported daily 6 meter openings and is awaiting transatlantic contact.
REPEATERS - Doc K9YXW said 146.94 is out of the hospital. The noise on 146.88 is external.
PACKET - Chuck WA9ACI is setting up a packet drill at Field Day from 1-4 on Saturday afternoon. A message-handling drill is also in the planning stage.
WEB PAGE - Stas KC2AK has added Sesquicentennial station photos to the W9S page. NOVICE CLASS - Gary KG9FL said the next classes would be held at Space Place. He's also trying to get a class going with Wright Middle School.
SESQUICENTENNIAL - Don W9IXG reported a total of 1835 QSOs, mostly on the last weekend due to band conditions. Thanks, everyone!
EMERGENCY MANAGEMENT - Mack N9NTB said he would be removing the MFJ 10-band antenna at Military Affairs for repairs on Wednesday at 11:00 AM if anyone can help. The Harris FEMA radios were serviced and will be upgraded to full-duplex phone.
FIELD DAY - We will probably be in the 8 Alpha class again. Jim WI9WI has the two missing filters. Food will be $10, your choice of steak or ribs. Dave NO9M and Bill N9CHN will be the chefs. Bring a dish to pass. Gary KG9FL is coordinating cleanup.
NEW BUSINESS - Steve N9CK and Marylynn K9SAM's shack was featured in the Wisconsin State Journal on May 15. Peter KB9ASQ needs ham volunteers to help the Veterans' Museum with a reenactment. Gary KG9FL needs several more volunteers for the Tour de Cure bike ride Sunday, June 7.

CONTESTS - Frank WB9NOV reminded everyone that Field Day is June 27-28. DX - St. Brandon (3B7) will be on for 10 days starting May 6. Ted K9IMM reported that the solar eruption now in progress is the biggest in many years.
NETS - An InfoNet coordinator is still needed. Contact Stas KC2AK or Dave N9DMS.
PACKET - Chuck WA9ACI is coordinating a portable packet drill with Field Day. Bring your stations Saturday afternoon if you want to participate.
REPEATERS - Doc K9YXW reported that 146.94 is in the hospital and he is hoping for a rapid recovery.
SPACE PLACE - Jim KB9REO reported that the ribbon-cutting ceremony for the SPARC ham station (N9UW) would be Wednesday, May 6, at 10:30 am. A group from Wright Middle School will contact the ham station at DeForest Middle School. SPARC's main mission is science education and they are working towards SAREX capability. Bill AF9B is giving a tour to a scout troop from Lodi that is working on the radio badge.
SESQUICENTENNIAL - Don W9IXG reported that only 20 meters has had many contacts so far due to the solar eruption. Hopefully conditions will improve for the second weekend. Food donations are welcome. The main problem is that people are not sending the $1 donation for certificates. Frank WB9NOV suggested waiting until we know better how much money is needed before asking the FLARC membership to allocate funds. Steve KB9RRM has the updated operator schedule posted and there are still some holes. The volunteers may have a cookout Sunday afternoon. Roger K9EMG had concerns over the use of CT for logging and the accuracy of reports. Ted K9IMM had some suggestions.
MADISON MARATHON - John KC9XH still needs volunteers for Sunday, May 24.
NEW BUSINESS - Mack N9NTB reported that the FEMA Harris radios at WEM would be down for repairs next week. The two ham HF rigs are not affected. Phil KE9XN has the awards and QSL cards from the estate of Art Saboe W9ZM and would like to store them in the radio room. Some are quite interesting. A local diabetes group has contacted Gary KG9FL asking for the help of 8-10 hams for the Tour de Cure bike ride on Sunday, June 7. No Buck Night was held. $2 prize next time!

UPGRADES AND SIGN CHANGES - Two new advanced upgrades: Sam KB9PVG is now KG9NG and Ernest KB9RBZ is now KG9NI.
DX - Jim KE9ET reported that ARRL recently made some changes to the country criteria including converting miles to kilometers. Some new entities are expected. 10 meters has been open.
CONTESTS - Frank WB9NOV reminded everyone that Field Day is coming up June 27-28.
RED CROSS - Chuck WA9ACI needs more communications volunteers. Bruce WA2DEU is working on providing a communications class through Red Cross. The Red Cross cell phones need to be moved somewhere.
NETS - Stas KC2AK said the InfoNet needs a coordinator. The HF nets are doing fine.
WEB PAGE - Concentrating on the Sesquicentennial special-event stations and will switch to Field Day coverage after that.
VE - Last session produced several advanced and several techs. New VEs and helpers are always welcome.
NOVICE CLASS - Gari NG9V made a motion to give a free FLARC membership to anyone from our Novice class who gets a new license within six months after the class ends. Seconded by Gary N9DRA. Passed unanimously.
SPACE PLACE - Jim KB9REO announced that next week Eyes on the Skies will try to take the telescopes outside, weather permitting. On April 14 at 7 PM, UW climatologist Prof. John Young will talk about El Ni$o and Our Changing Climate. The SPARC ham station is almost finished - come over and take a look.
SESQUICENTENNIAL - Don W9IXG reminded members that the May 5 meeting will be at Space Place. The event announcements were in QST, CQ, Worldradio, and Smoke Signals. QST managed to omit the HF and $1 donation parts so we will use CQ as the main reference. Paul K9DB is working on the certificate and QSL card designs. Mike KF9AF has the FLARC logo artwork. Event operators will be required to sign in and out. You can bring your own key, headphones, etc. to Space Place if desired. Steve KB9RRM says 55 people showed an interest in operating but not many have actually signed up. Bruce WA2DEU will be at Red Cross the entire event. Mack N9NTB said no one so far has signed up to work at WEM.

SILENT KEY - Ted K9IMM reported that Ellis Mason KB9PO died recently. DX - Jim KE9ET reported H40AA and H40AB are new stations on from the Solomons area. 10 meters has been open. Malpelo Islands (HK0 - off Honduras) have been on for the first time in seven years.
CONTESTS - Frank WB9NOV mentioned the 2 Meter Sprint on April 13th.
RED CROSS - Chuck WA9ACI reported the March 28 drill went okay with 28 messages passed. They practiced power outages and the messages still got through. Bruce WA2DEU said the Red Cross people were very pleased with the smooth communications. They mostly used 2 meter voice with some mobile packet. NETS - Stas KC2AK reported a new coordinator is needed for the InfoNet after April. 75 Meter Net needs relay stations.
VE - This Saturday at 8 AM at the Sewerage Plant. New VEs and helpers are always welcome. Gary KG9FL is a new VE.
WEB PAGE - Will focus on the Sesquicentennial efforts around the state.
NOVICE CLASS - Gary KG9FL has six students in class. Several found us through the Web page. SPACE PLACE - Jim KB9REO announced the April 14 program on neutrino radiation experiments with Dr. Francis Halzen.
SESQUICENTENNIAL - Don W9IXG said the antennas are up at Space Place. Event volunteers are needed. We are still trying to get Gov. Thompson to make a contact.
NEW BUSINESS - Mack N9NTB mentioned an Advanced Severe Weather Reporting Program to be held May 16th in the morning at WEM, followed by Doppler Weather Radar Image Interpretation in the afternoon. These are open to the public. Mack also had details on the UHF linked repeater system in the area. Ted K9IMM said the Phase 3D satellite is scheduled for the third launch of Ariane 5 in August.

FLARC General Meeting - March 17, 1998
The meeting was called to order by Dave N9DMS at 7:30 pm. Minutes from the previous meeting were read and approved. No treasurer's report.
DX - 10 meters is improving but still no Europeans. A new country may be activated, belonging to the Solomons (H4Zero). Paul K9DB brought operating sheets for Space Place for people's comments.
VHF/UHF - Has been really quiet. Marylynn N9PQN worked Missouri on 2 meters during the QSO Party.
CONTESTS - March 21-22 Bermuda Contest and BARTG RTTY, March 28-29 CQ WW WPX SSB.
RED CROSS - Chuck WA9ACI had a meeting regarding the Disaster Drill on March 28th. VE - Seven people tested, resulting in three licenses and some CSCEs. New VEs and helpers are always welcome. Exams are at 8:00 AM on the second Saturday of each month at the Sewerage Plant.
SPACE PLACE - Next program is Tuesday, March 24 at 7 PM. Dr. Ron Oliversen will speak on spectroscopy. SPARC got in operation over the weekend for the QSO Party. When the stations were fired up, one HF station and a cordless phone were wiped out and have been sent out for repair. About 105 contacts were made over the weekend. Training sessions will be needed for the Sesquicentennial operators.
MARA HAMFEST - Sam KB9PVG thanked everyone who has volunteered. He still needs some ticket sellers and security.
OLD BUSINESS - QSO Party sheets can be given to Marylynn N9PQN or Dave N9DMS, or sent to the West Allis club.
NEW BUSINESS - Mack N9NTB announced that Skywarn training will be held March 21 at Truax. FEMA will be using CLOVER but has not decided on a brand of modem.

CONTEST - Frank WB9NOV said Steve N9CK and Marylynn N9PQN did well in the RTTY contest as VP5CK from the Turks and Caicos. Lots of QSLs are pouring in. Ted K9IMM and Carol NS9L attempted CW contesting from St. Lucia (J5) but their computer died the first day.
RED CROSS - Chuck WA9ACI is working on coordination between FLARC, ARES, MARA, and Red Cross for different frequencies.
PACKET - Chuck WA9ACI is looking for more operators for Red Cross use.

He gave an overview of the equipment that will be available. The SPARC hamshack will be open for use during the Wisconsin QSO Party with points going to FLARC.

CONTESTS - Chuck WA9ACI reported on the January Sweepstakes.
REPEATERS - There is a swapfest in Waukesha on Sunday the 11th so no CWRA Swapnet will be held on 147.88.
MADISON TOWER ORDINANCE - Dave N9DMS reported no changes have been approved yet. Bill Bakken has assured a specific exemption for ham radio operators. Will this include more than one tower?
PACKET - Chuck WA9ACI reported that the practice session only had three participants.
RED CROSS - Chuck WA9ACI will order a projection screen for our meeting room. $250 was budgeted.
NETS - Karl WD9BGA from Barneveld checked into the 10 meter net. 75 meter net had some QRP stations checking in.
WEB PAGE - The new site is up and running with 13 megabytes of free space. Updates are on the new site. There is room for more photos.
FEEDLINE - Gari NG9V said a replacement front page for the January issue will be sent out with the nomination sheet. Richard N9BAF has resigned as editor after 18 years.
SPACE PLACE - Paul K9DB mentioned that Dr. John Valley was giving a program on January 13 at 7 pm on "Life in a Martian Meteorite." The 2nd Annual Telescope Clinic is January 27th from 6-9 pm.

Discussion on putting the 610 on the Web page. Gari NG9V reminded members that the Wisconsin Sesquicentennial is this year. Is FLARC interested in a special-event station at the Capitol? Karl N9XVZ and Sue N9YON have been asked to partici-pate. Don W9IXG has agreed to be the chairman.
ELMERING - Gari NG9V brought up discussion on an elmering program. Ted K9IMM, Chuck WA9ACI, and Gari NG9V all said they would be interested.
NOMINATIONS - Dave N9DMS was nominated for president. Nomination was closed and seconded. Gary KG9FL was nominated for vice-president. Peg KB9LIE for secretary. Marylynn N9PQN for treasurer. Mary KF9ZB, Roger K9EMG, and Don W9IXG were nominated for the board of directors. With no contested positions, it looks like there will be no election held at the next meeting.
Don W9IXG reported that Roy Peterson K9FHI was nominated for section manager. Don passed a sheet to sign showing FLARC's support. RG213 is for sale at 42 cents per foot. We have 980 feet in stock.
