During the Cardassian occupation of Bajor, Bareil spent his time in the Relliketh refugee camp. His admiration for Kai Opaka's leadership during this time led him to cover-up and take the blame for the revealing by Opaka of the location of a rebel camp to the Cardassians resulting in a massacre. This cost him the chance of becoming Kai. A moderate, sometimes unorthodox Vedek, Bareil was much liked by the Bajoran people.
