      POLITICAL GAME #113: RIGHTS VS.  WELFARE

     The political chicanery surrounding the disaster-relief bill is so typical of the subterranean levels to which statesmanship has fallen in this nation that it serves as a perfect example of the perfidy of all parties involved.

     The ostensible positions are as follow:

     President Clinton: 'I'd love to sign a clean bill to provide relief funds for the victims, but those heartless Republicans have sullied the present bill with extraneous riders.'

     Republicans: 'If Clinton really cared about the victims he would sign the bill.  He won't sign it because it includes a provision that the government won't be shut down if we come to an impasse on budget negotiations.'

     Democrats: 'Those heartless Republicans have sullied the present bill with extraneous riders.'

     Disaster Victims: 'Stop playing politics and send us the money!'

     Everyone in this whole matter is wrong.  President Clinton is wrong.  Congress is wrong.  The Democrats are wrong.  The Republicans are wrong.  Even the victims are wrong.

     Republicans are wrong to clutter up this or any bill with extraneous riders, but given the chance, Democrats would do it in a New York Minute.  Congress should be ashamed that there is not a hard and fast enforcable and enforced LAW against extraneous riders on any bill.  Such riders hamper the flow of such bills through the steps of consideration - and since the effect of such bills is not cohesive, demagogues can claim that they voted the way they did for whatever reason they think will enrage the fewest constituents.

     President Clinton is wrong - well - because he's always wrong.  Slick Willie is a brass-balled phoney.  Always has been and always will be.  He doesn't give a rat's ass about anyone but himself.  The Republicans are right about why he won't sign the bill - he DOESN'T want to lose the whipping-post of "The Republicans shut down the country.  Oh, the poor citizens!  Elect more Democrats!"

     As for the flood victims after choosing to live where they did, and after it was apparent to anyone with even room-temperature IQ that the heavy snows this winter were going to cause heavy flooding this spring, most of the flood victims elected NOT to buy dirt-cheap flood insurance offered by the government.  Now, they expect the American Taxpayer to bail them out of the fruits of their stupidity!  How predictable that this little fact is seldom aired in the major news media.

     Thus are the Rights of the people sacrificed to their supposed 'welfare' (as determined by meddling Feel-Gooders) and this is in turn sacrificed to the God of Political In-Fighting.
