Objective: Seeking a position as Director, Operations Manager, Data Center Manager, in the field of network management or information systems management. Summary: Wealth of experience and knowledge gained from close working relationships with the National Security Agency, Naval Security Group, and Air Force Intelligence Command. Over 20 years experience in the Signals Intelligence arena specializing in signals collection; signals analysis; system requirements definition; and system development, integration, testing, and technical training. For the last 15 years this experience has been applied towards management network infrastructures, networking support, hardware support, and program management. Presently I am the Director of Network Operations, Network Solutions, responsible for the management of the Network Operations Center (24x7), Daily Operations group (network administration), Reports and Analysis group, and the Receptionists group totaling over 35 staff members. Previously I worked for the startup company AppNet, an end-to-end E-commerce business as the NOC Operations Manager responsible for management of the 24x7 network operations center. I was also a Data Center Manager for another Startup Company, Iridium LLC, which I was responsible for supporting the build out of a multi-million dollar Data Center. Both of these positions have enhanced my skills in planning, preparation and integration of facility, hardware and software into a cohesive environment. I have a strong reputation for the ability to lead and co-develop modern information management systems. Director of Network Operations for NSI a company of Verisign, Founded in 1979 and headquartered in the
technology corridor of Northern Virginia, Network Solutions has fueled
the growth of the Internet by pioneering the registration of Web
addresses ending in .com, .net, .org and .edu. Today, Network Solutions
is the world's largest registrar with more than five million registrations
since 1993. Some of my duties include:
1999 - 1999 (AppNet): NOC Operations Manager for AppNet, a startup E-Commerce company providing end-to-end solutions. Responsibility includes the management and constructions of a new Data Center in Laurel MD, preparing and setting up a West Coast Data Center, management of a 24x7 Network Operations Center and building the Operation Center infrastructure. Some of the additional duties include:
1998 - 1999 (IRIDIUM LLC): Data Center Manager for Startup Telco, Iridium LLC, supervising shift activities, overseeing support engineers, ensuring 24-hour operation of the Clearinghouse Data Center, and building the Data Center infrastructure. This position requires management of a satellite-based, wireless personal communications network designed to permit any type of telephone transmission-voice, data, fax, or paging-to reach its destination anywhere in the world. Directly manage Sr. Engineers, System Engineers, Jr. Engineers and Help Desk Technicians in a SUN Enterprise and NT network. Additional duties include deployment team manager for a Global Business System (GBS). Operationally manage a team of 5 senior engineers. This position requires travel around the world. Setup business software and correct network discrepancies. Ensure connection to the WAN back to the corporate office in Reston, Virginia. Responsible for developing several key documents governing operational procedures. Developed the Data Center Network Security Plan, Account Access Procedure, Virus Escalation Procedure, Training Certification Guide, and Data Center Training Plan. Additionally developed the Data Centers Web Page, wrote applications in MS Access to support documentation management, User UID management and UNIX Script tracking. Responsible for the management and development of network security in the data center. This duty required the development of several documents in the support of intruder detection. Authored documents on NT security surveillance, intruder reporting, Iridium Data Center Security Management, Unix security surveillance and Virus detection and reporting procedures. 1997 - 1998 (WANG): Project Manager for WANG supporting the Immigration and Naturalization Service (INS). The position requires the management of a 20 million dollar account which provides infrastructure and development support to the biometrics division. This includes the management of 39 engineers used to support network administration, database and web based development, Enterprise solutions, data warehousing and System Management Services. Presently managing the roll out of the Microsoft System Management Server (SMS) to the field, which will directly affect some 22,000 computers. In addition, I am working on a deployment schedule to upgrade 350 workstations in the field from Windows 3.11 to Windows 95. This task will encompass six states and over 50 sites on the West Coast. 1995 - 1997 (MEI): Responsible for managing the engineering branch of MEI Software Systems, Inc. This role required me to support 70 in-house users, 4 staff members and various external clients such as the American Bar Association, American Dental Association, American Home Builders Association, and about sixty other non-profit associations. Developed and implemented the methodology to support Telecommuters. This architecture provided access to UNIX and Novel servers. Developed and implemented a service oriented support contract, which provided network support to clients. This permitted companies to reduce network staff and save money by using our services. Since bringing this program on-line I have singed on Newspaper Association of America (NAA), American Advertising Federation (AAF), and the Western League of Saving Institutions (WLSI). The total annual worth of contracts at present amount to 46,000 dollars. Integrated MEI's in-house local area network (LAN) with UUNET Internet Solution Provider (ISP). Connected the internal LAN via the use of a CSU/DSU and Cisco router. 1993 - 1995 (USAF/NSA): Network Operations Manager (NCOIC) for a 17-person network support shop responsible for over 1300 users. Primary tasks include the management of the local area networks using SUN OS, Windows NT Advanced Server, Windows For Workgroups, and PC TCP/IP for DOS. Additional duties required the development of database applications to meet the specialized needs of DOD customers. During this period I assisted in and managed the development of a DOS based mail reader using the FTP DOS based utilities and Clipper. 1990 - 1993 (USAF/NSA): Key player (Program Manager) in a high-profile 65 million-dollar national program (TIDYTIPS III) slated for worldwide deployment. Interacted with senior civilian and military managers to define program requirements, articulated those requirements to acquisition managers, and provided programming guidance to the development team. Led technical efforts in all phases of planning, to include; drafting operational concepts to guide system design and implementation; developing system-level design specifications; developing some of the specialized search algorithms; and guiding the evolution of the computer-based training initiatives. 1986 - 1990 (USAF/DOO/DOF): In the field, led operational production management efforts that provided staff guidance to a 400-person production branch. Advised and implemented comprehensive plans that led to major production gains; resulted in the Inspector General commendation with the highest rating ever given to a collection management function. 1983 - 1986 (USAF/DOFA): Functioned as the Senior Printer Systems Supervisor (SPSS) responsible for the management of 20 shift personnel. The position required collection of sensitive material used by national level consumers. During the my three years at that position I was awarded collection flight of the year for each year for exceeding collection goals and maintaining 10 percent collection above the other three flights. 1974 - 1995 (USAF): Active duty member of the Armed
Services. Retired with an honorable discharge at the pay grade of E-7,
Master Sergeant. I performed 20 years of service with an exemplary record
receiving the highest performance appraisals one can obtain. I was also
awarded numerous medals and recognized as the Air Force Productivity NCO
of the Year.
