ESTONIA
Self-Administration and Security Forces
Established immediately following the German occupation of Estonia in July 1941, the Estonian Self-Administration received formal German recognition in 1942. It never progressed beyond the level of a puppet administration, however, and most administrative tasks were handled by the German Generalkommissariat under SA-Obergruppenführer Karl Siegmund Litzmann.
