Using TABLE FRAMES from HTML 4.0
To achieve the following results, place the FRAME attribute inside of the TABLE flag, then add any of the following properties: ABOVE, BELOW, HSIDES, VSIDES, LHS, RHS, VOID, or BOX. For example, the first Table tag from above looks like this:
