Eugene Davis Saunders was born 25 Jul 1853 in Campbell County, Virginia, a son of Robert Chancellor Saunders Sr. and Carvetta Davis. He graduated from the University of Virginia in 1873 with a degree in law. He became an attorney and set up law practice in Galveston, Texas from 1873-1875. He moved to New Orleans and set up practice there from 1877-1907.
Eugene was appointed by President Theodore Roosevelt as Judge of the US District Court for the Eastern District of Louisiana and served from 1907-1909. He became a professor of law at Tulane University in New Orleans and also practiced law from 1909 until his death. Eugene died 27 Oct 1914 in Virginia.
Harold Barefoot Sanders, Jr. received a bachelors degree from the University of Texas in 1949 and a law degree from that university's School of Law in 1950. He had served in the US Naval Reserve as a lieutenant from 1943-1946 during World War II. After his graduation, he set up law practice in Dallas from 1950-1961. He was elected to the Texas House of Representatives and served from 1953-1959. He served as United States Attorney for the Northern District of Texas from 1961-1965, when he became Assistant Deputy Attorney General and served from 1965-1966.
He was named Assistant Attorney General of the United States and served from 1966-1967. He served as Legislative Counsel to President Lyndon Johnson from 1967-1969. After President Johnson left office, Barefoot returned to private law practice from 1969 to 1979.
Barefoot was nominated by President Jimmy Carter on 6 Feb 1979 as Judge of the United States District Court for the Northern District of Texas and was confirmed by the United States Senate 24 Apr. He served as Chief Judge of the court from 1989-1995, when he assumed senior status on 1 Jan 1996. Harold married Jan Scurlock and they had four children.
