Copy all sources from levan@hotmail.com to mozilla tree from 07/28/98 tarball.
Add 4 strings to mozilla.rc.
Build in release mode.
Test Edit/Preferences/Font/Vietnamese (VIQR) (VISCII) (VPS) (TCVN)
Test View/Encoding.
