Hierarchy of the White Tower

Every Aes Sedai except the Amyrlin Seat belongs to one of the seven Ajahs.  The Amyrlin Seat herself is a member of all the Ajahs, while at the same time a member of none.  She is to represent all their interests, holding no Ajah above any other.  The Amyrlin Seat has, at least in principal, complete authority over every other Aes Sedai.  The Amyrlin is at least the

equal of kings and queens, and any ruler would come to Tar Valon if requested by the Amyrlin Seat herself.

The Keeper of the Chronicles is second in power to only the Amyrlin.  The Keeper serves as the Amyrlin’s secretary, and speaks only for the Amyrlin Seat.  Traditionally the Keeper comes from the same Ajah as the Amyrlin Seat.

The White Tower is ruled by the Hall of the Tower.  This is a collection of twenty-one Sisters, three Sitters for each Ajah.  The Hall can take advantage of a weaker Amyrlin, by slowing down any measures she wants passed.

The politics of the Tower are extremely complex, making the politics of Cairhien look simple by comparison.  Many factors affect Sisters’ precedence with each other.  Factors such as strength in the Power, how long it took to become Aes Sedai, and age all play a role in which Sister will typically lead in any situation.
