CONSUMER EDUCATION ON CHOICE IN DEREGULATION MUST INCLUDE SELF GENERATION
California Public Utilities Commission (CPUC)
Omission of Self Generation In Consumer Education And Imposition Of A Maximum Limit Of One-Tenth Of One Percent (0.1%) Of A Utility's Aggregate Generation Are Not In Compliance With Statutes Proposing A Competitive Energy Industry

INTERESTED CONSUMERS AND INDUSTRY PROFESSIONALS COULD REALLY MAKE A DIFFERENCE IF THEY
WRITE TO FORMALLY INSIST CPUC PROVIDE WORDING "...and self generation of electricity."

CADER Defined Distributed Generation at Roundtable of April 25-26, 1996

DEFINITION:

For purposes of the Roundtable, Distributed Generation
was defined as a plant of 20 megawatts or less sited in or close to a load center or at a customer's site and produces electricity at distribution system voltage. Four technologies considered particularly well-suited to distributed generation are: combustion turbines, reciprocating engines, fuel cells, and photovoltaics.

SDC requests in respect to the California Energy Commission's Renewables Technology Program Distributed Generation technology only include photovoltaics, fuel cells, wind and small hydro generation.

CPUC, CEC and CADER Know Self-Generation Of Electricity Is One of the Most Important Foundational Issues of Deregulation in the USA and Globally!

The Commission Has Not Met Their Promise
To Always Include Self-Generation In All Documents Describing Consumer Choice

CPUC NEEDS TO BE CONCERNED WITH CONSUMER PROTECTION OR LET UTILITIES BABY-SIT LOSSES AND STRANDED ASSETS FROM OUT-DATED TECHNOLOGY
COMPETITIVE? - WHEN AND WHERE IS THE CPUC UPHOLDING THEIR STATUTORY OBLIGATION TO
CONSUMER ACCESS TO AND PROTECTION OF QUALITY SELF-GENERATION IN DEREGULATION?
Why Claim To Make The Energy Industry Competitive And Then Provide A Select Few Energy Service Providers (ESPs) Tax Exemption???

SUNSLATES Integrate As Weatherized Roofing Material

Rulemaking Process Is Great - Long Overdue - And Badly Needed!
The Need For Rulemaking Must Not Be Used To Stall Immediate Inclusion of Self-Generation Choice
In All CPUC Documents
Including Public/Consumer Education In Deregulation

FOR GLOBAL SECURITY WE MUST MAKE REAL CHANGES IN ELECTRICITY INDUSTRY

Rulemaking Must Reduce Monopoly Control For ALL Types Of Electricity Generation And Consumer Choice
It Must Further Self-Generation And A Competitive Renewables Technology Industry
