If you are receiving wavs that you can not hear...
If the last mpeg codec your downloaded was the mpeg.exe...

Download the mpeg codec:  l3codec.zip

Download this file to your C:/Windows/Temp folder. RIGHT CLICK and choose "Save Target As" for best results.
It will download in a minute and install in seconds!

Right click on the l3codec .inf file and choose "Install"

That's it!  Your wavs can now be heard on your computer and in Chat Rooms.
They still will not play in the AOL player that comes up immediately after download.

I won't even try to tell you how to compress your wavs here.
Mostly because the above page is great!  I mean... there are even pictures!!!  

More Information:

Basically, l3codec is a newer and better version of the mpeg.exe that most of us have been using. What makes it better is that there is nothing "cut off" at the end when converting your wavs. Everything else appears to be exactly the same. Works the same, downloads/installs in a minute and plays/compresses the same. No need to change anything, just download and install.

Installing the MPEG Layer-3 codec is very simple.

First, unzip this archive to a work directory - for instance, C:\Windows/Temp. Do not just open the file with WinZip. You MUST EXTRACT all of the files to a work directory.
Next, open Windows Explorer and go to the work directory. Right-click on the INSTALL.INF file, and choose the INSTALL menu command.
The codec should work right away - if not, try rebooting your system.

My experience has been that the codec can be installed in addition to any players or coding/decoding applications that are already on the system w/o conflict. I have a number of different players on mine, including the MS Media Player 6.00.x, which actually has this and a number of other coding applications in it. I also have Jukebox, Cool Edit, WavMan, CDCopy (doesn't have players of its own) and the mepeg.exe .... on and on ...

In a lot of cases, installing the codec could be redundant. But it won't hurt. And if folks' wavs were playing right, they wouldn't be asking (about chopped off wavs).  The codec especially should be installed if mpeg.exe was the LAST player put on. Otherwise the mpeg conversion uses mpeg.exe, and folks will be chopping off the last bit of their wavs.

It sure made a difference in wav making/conversion for me, b/c I was experiencing a LOT of the truncated wavs. (At the time, I also didn't have the MS Media Player, which might have also eliminated the problem upon install.)  When I first got the codec, I tested it against the mpeg.exe by converting several wavs which I knew mpeg.exe was truncating prematurely, e.g., {S 1maewest. The codec converted them in their entirety.

As far as the converting instructions, they are the same regardless of which software is installed, l3codec or mpeg.exe.

Ok, now if you're anything like me, you have a zillion wavs and can't tell my the names of them what's what.  Weeeelllll with this nifty lil' program, you can create a note for each wav!  Then when you're looking for a specific wav, just type in a keyword and it'll search it down for ya!

Last Minute Notes:

MP3 ~ MPEG wavs are still .wav files.  The MP2 and MP3 files you may have heard of have the .mp extention. The l3codec simply compresses your .wav files and does not convert their file type.  Yet they are all MPEG-3 compression.

Please don't over compress your wav files!  The mpeg is an awesome savings in space and time, however an overcompressed wav is worth nothing. Listen to a bit of the wav after you've compressed it... if the quality is downright bad, close the sound recorder and choose not to save it. Do it again using a higher setting.

CD Burners ~ (For those who burn their wav files to CD's)
MPEG compressed wavs can not be converted to your CD's audio format, they will have to be uncompressed by selecting "convert now" and saving to the PCM format first.

How to Uncompress a Wav
This is assuming you're already using Sound Recorder as a default. It is the Windows default, although you may have had another program override the Windows setting... in which case, open Sound Recorder and choose your wav to open it.
*Pick the compressed wav you are looking for.     *Double click (open) it.     *Go back to "File"     *Go to "Properties"
*Choose "Convert Now"     *Format should be PCM     *Attributes should be:  11025 Hz, 8 bit stereo 22Kb or better
*Hit ok     *Close the wav     *Hit save     *It is now uncompressed
