This is a site devoted to a home-baked, though very detailed,
RPG designed to allow for anime-style characters.

The Game Master needs know little more than the players, but what there is
is listed in the miscellaneous section.

Also, this great RPG has both a mailing list and chat room devoted to it,
to allow for online RPing. This list was provided by the sweet-ass folks
at Egroups, a site devoted to sharing the world.
