PRESIDENT'S AWARD

from the American Society of Public Administrators 1991

.

"Sarah Lyon epitomizes accountability in government. A temporary employee in the local HUD field office, she was assigned to review mortgage loan guarantee applications. On her own time, she undertook an investigation of irregular HUD activities. Through this investigation, she discovered that HUD had no reliable system for intercepting faudulent loan applications before they were approved. Her work served as the foundation for the subsequent larger Office of Inspector General review of HUD's loan program, which led to national attention and dramatic changes in HUD's procedures, as well as convictions."
