"Sarah Lyon epitomizes accountability in government. A temporary
employee in the local HUD field office, she was assigned to review mortgage
loan guarantee applications. On her own time, she undertook an investigation
of irregular HUD activities. Through this investigation, she discovered
that HUD had no reliable system for intercepting faudulent loan applications
before they were approved. Her work served as the foundation for the subsequent
larger Office of Inspector General review of HUD's loan program, which
led to national attention and dramatic changes in HUD's procedures, as
well as convictions."

"WHEREAS, the discovery and investigation of the modus operandi
of the real estate speculators and their associates was left to the diligence,
analytical skill, and wit of Sarah S. Lyon;
"WHEREAS, Sarah S. Lyon solicited the assistance of Hilton L. Green,
Jr.to answer the call of service beyond the bounds of regular duty to uncover
what has become known as the 'Most Notorious Real Estate Scam In the District';
"WHEREAS, Sarah S. Lyon, as a Review Appraiser for the United States
Government Department of Housing and Urban Development ("HUD"),
committed herself to uncovering the deceitful and corrupt practices of
real estate speculators in the Trinidad community and thereafter devoted
uncounted hours to tracking the trail of those stealin from public and
private institutions;
"WHEREAS, not withstanding the limitations of budget and official
restrictions, Sarah Lyon and Hilton L. Green Jr., found the time to investigate
and document fraudulent transactions that led to over 47 (69 by 1991) convictions
in the District;...
"WHEREAS, Sarah S. Lyon is now an employee of the District government
assigned to the Department of Consumer and Regulatory Affairs Occupational
and Professional Licensing Administration and is completing the process
of monitoring and regulating the real estate appraisal industry; and
"WHEREAS, Sarah S. Lyon sees the passage of the District of Columbia
Real Estate Appraiser Act of 1990, as introduced on July 9, 1990 (D.C.
Bill 8-634), as critical to establishing effective laws to monitor real
estate transactions;
"RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution
may be cited as the 'Sarah S. Lyon Recognition Resolution of 1990'.
"Sec. 2. The Council of the District of Columbia recognizes Sarah
S. Lyon for her outstanding contributions to the lives of the residents
of the District of Columbia and to professionalism in public service."

INTEGRITY IN GOVERNMENT AWARD,
Logan Circle Neighborhood, Washington, D.C. 1990.
Devised and recommended computer programs for monitoring checks
and balances and feedback systems to facilitate the information flow between
departments of the U.S. Department of HUD. As of 1992, approximately $7
million dollars in restitution was returned to the treasury from real property
restitution for loan fraud.
