What is the Party-List?
As per Republic Act No. 7941, a part of the
electoral process that enables small political parties, marginalized and underrepresented
sectors to obtain possible representation in the House of Representatives which
traditionally, is dominated by parties with big political machinery.
Who may participate?
Instead of individual candidates, only
registered groups may participate, such as:
Sectoral Parties
Sectoral Organizations
Political Parties
Coalitions
A Sectoral Party
An organized group of citizens whose principal
advocacy pertains to the special interests and concerns.
A Sectoral Organization
A group of qualified voters bound together by
similar physical attributes or characteristics, or by employment, interests or concerns.
One example is the CONSTRUCTION INDUSTRY.
A Political Party
An organized group of qualified voters
pursuing the same ideology, political ideas and principles for the general conduct of the
government; it may be:
A national party when its constituency is
spread over the geographical territory of at least a majority of the regions; and
A regional party when its constituency is
spread over the geographical territory of at least a majority of the cities and provinces
compromising a region.
Coalition
An aggrupation of duly-registered national,
regional, sectoral parties or organizations for political and/or election purposes.
How many seats available?
20% of the total membership of the House of
Representatives is reserved for party-list representatives, or a ratio of 1 party-list
representative for every 4 legislative district representatives.
How many votes to win?
A party/organization/coalition should obtain
at least 2% of the TOTAL VOTES CAST FOR THE PARTY-LIST SYSTEM NATIONWIDE in order to be
allocated one (1) seat;
4% for two (2) seats; and
6% for three (3) seats, the maximum
allowable
Manner of representation
On or before March 31, 2001, submit to
COMELEC a list of AT LEAST FIVE (5) Nominees to represent the
party/organization/coalition.
Upon obtaining the required number of votes,
the COMELEC shall proclaim the party-list representatives according to their ranking in
the list submitted to the COMELEC.
