The Board approved a sinking fund in the NRD's FY2005 budget to be earmarked for the sole purpose of planning and constructing reservoirs in the Papio watershed. It will be funded with one-cent of the NRD's authorized tax levy, or about $3.6 million FY05.
    A visionary plan to aggressively construct ten of the twenty-one reservoir sites, originally proposed by the U.S. Army Corps. of Engineers in 1967, was released in July. The Board will most likely consider the final plan for the dam sites as early as November of this year. 
    The NRD has drafted proposed legislation seeking general obligation bonding authority from the State Legislature to help finance construction and development of the proposed dam sites.
