ACEH (Nanggroe Aceh Darussalam)
General Situation
Four new Peace Zones were officially inaugurated from 8 to 10 March in Tiro
sub-district of Pidie district, Peusangan sub-district of Bireuen district, Simpang
Keramat sub-district of North Aceh district, and Idi Tunong sub-district of East Aceh
district. The inauguration ceremonies went smoothly without any provocation, except
in Tiro sub-district. Local newspaper, Serambi, reported on Sunday, (9 Mar.) that
thousands of local settlers attended the ceremony in Tiro sub-district waving GAM
flags and shouting for independence. The local TNI Commander protested against this
act and called it a strict violation of the Cessation of Hostilities Agreement (CoHA).
Local newspaper, Waspada, reported on Monday (10 Mar.) that the situation in
Central Aceh district remained tense after the attack on the JSC office in Takengon on
3 March. The local community continues the search for GAM members and GAM
bases around Bandar, Pondok Baru, Permata, Bentul Kemumu and Syiah Utama
sub-districts. Meanwhile, a local GAM commander claimed that those who
perpetrated the attack were militia groups supported and organized by TNI.
Population Movements
Waspada reported on Saturday (8 Mar.) that 135 IDPs, who returned a month ago to
Timang Gajah sub-district of Central Aceh district with the assistance of JSC, have
headed back to their previous IDP camps in Bireuen and Pidie districts. This was
triggered by dissatisfaction with the Local Government that promised to rebuild
houses for them. The Head of District (Bupati) said that it requires some time to
rebuild houses and currently the Local Government does not have adequate funds.
People Crisis Center (PCC) reported on Friday (14 Mar.) that the above-mentioned
IDPs arrived in Banda Aceh and sheltered in PCC office compound on Thursday
afternoon (13 Mar.). According to PCC, the number has increased to 200 people.
Basic emergency assistance is provided by PCC.
According to Serambi on Saturday (8 Mar.), the Local Government of East Aceh and
Tamiang districts assisted the return of 168 IDPs to their villages after they had been
sheltered at the District Government Office for Migration for three days. Some IDPs
refused to return to their villages until the Government rebuilds their houses. Those
refusing to return were forced to go back to North Sumatra.
OXFAM is conducting an assessment mission to identify the humanitarian needs of
Acehnese IDPs in North Sumatra from 13 to 18 March.
Health
The Department of Health of Aceh organized a follow-up coordination meeting on
scabies epidemic campaign on Thursday (12 Mar.). The meeting was chaired by the
Head of Provincial Health Department, Dr. Cut Idawani. Senior provincial and districts
officials, as well as staff from PMI, ICRC, SC US, CARDI, WHO and OCHA attended
the meeting. In a discussion with the Department of Health, ICRC agreed to provide an
adequate quantity of Benzyl Benzoate and soft soap for scabies treatment in the
provinces.
WHO allocated USD 4,000 for controlling scabies outbreak in Indrapuri and Ingin Jaya
sub-district of Great Aceh district, and USD 7,000 for mass campaign on scabies
treatment in Aceh province.
Education
UNICEF conducted training on financial procedures of UNICEF funds for staff of the
Education and Health Departments at UNRC Banda Aceh on Wednesday (12 Mar.).
From 1 to 12 March UNICEF sponsored training on the usage of "School in the Box"
materials that were donated by the Government of Japan. Some 100 teachers
attended the training that was facilitated by UNICEF and the Education Department of
Aceh. Participants were also briefed on trauma counselling, the Convention on the
Rights of Child and HIV/AIDS.
Other
OXFAM signed an agreement with an LNGO, Yedesa, to start an Income Generation
and Advocacy Project in Bandar Dua and Bandar Baru sub-districts of Pidie district on
Wednesday (Mar. 12).
CENTRAL SULAWESI
General Situation
A local newspaper, Radar Sulteng, reported on Tuesday (11 Mar.) that Commission I
and III of the House of Representative conducted an official visit to Central Sulawesi.
The members of the commissions addressed questions on the follow-up of Malino
Agreement and the handling procedure of IDPs in the province (Poso IDPs). Mr.
Samijono, the Provincial Secretary, informed that the situation in Poso has gradually
improved. The local authorities are willing to do their best to manage the situation, but
they are facing problems in regard to funds. The Central Government has to provide
some IDR 34 billion to handle IDPs issues in Central Sulawesi this year.
Assessment
OCHA is conducting a joint mission with BAKORNAS to Palu, Poso and Tentena
from 11 to 14 March to assess the condition of the IDPs in the district.
MALUKU
General Situation
A local newspaper, Ambon Ekspress, reported on Monday (10 Mar.) that a 36-years
old man from Pelauw village of Haruku Island, was shot on Saturday (8 Mar.) when he
and his friends were looking for fruits in a forest, about 7 km from Pelauw. The local
security forces confirmed the incident and according to the Chief of District Police
(Kapolres) of Ambon and Lease Islands, AKBP Drs Noviantoro, a team has been sent
to investigate the incident.
The police removed two home-made bombs that were discovered by workers on the
roof of Alfatah mosque in Ambon city on Thursday (13 Mar.). So far, there is no
information on suspects or motives for the incident.
A local newspaper, Siwalima, reported on Friday (14 Mar) that another home-made
bomb was discovered on Thursday (13 Mar.) in a local market in a suburb of Ambon
City, Batu Mera. The bomb was also safely taken care of by the security forces.
Population Movement
Ambon Ekspress reported on Thursday (13 Mar.) that some thirty displaced families
(127 people) from Panjang Island, Fak Fak district of Papua province, asked for a
return to their places of origin in Haris sub village, Ohinang village, Kei Besar
sub-district of Southeast Maluku district. The district authorities in both locations
received the request.
Assessments
A team from ICMC left for Kairatu village on Saturday (8 Mar.) to supervise an
assessment of the number of IDPs and the condition of infrastructure in the village.
ICMC has also signed a memorandum of understanding with an LNGO, Lelemuku, to
implement further assessment activities.
Food Security and Agriculture
AcF is continuing registration of beneficiaries for its seed, tools and fishing equipment
distribution programme in South Buru sub-district.
Health
IMC this week conducted a total of 1,116 medical consultations at its health stations
in Buru and Seram Islands. A medical doctor from IMC travelled to Mangeswaen
village of North Buru sub-district in response to news of a malaria outbreak that
caused the death of nine people a week ago. An initial report indicates 70% of 112
patients examined were suffering from malaria, but the situation is now under control.
IMC's health facility rehabilitation programme on Seram and Buru Islands is in
progress, while its work on polindes in Iha village of Seram Island is completed. In
Pustu Tanjung and Pustu Waraka on Seram Island, the work has just started.
Water and Sanitation
CARDI has finalized a budget for a "School Support Programme". Under this
programme, CARDI will provide water sanitation facilities and school building
rehabilitation for 29 schools on Ambon Island.
Mercy Corps facilitated a "Water and Sanitation Coordination Meeting" that was held
on 6 March at the NGO Center in Ambon city. Ten LNGOs attended the meeting.
AcF is preparing a water and sanitation assessment activity in Southeast Seram.
Education
Pattimura University, the Department of English is holding a "Teaching Aids and Tools
for Primary Education Exhibition" at the NGO Center in Ambon from 12 to 14 March.
The NGO centre is supported by Mercy Corps.
CARDI is preparing a vocational training budget for courses in Suli, Rimba Raya,
Hative, Mamala and Liang villages on Ambon Island. Meanwhile, vocational training
sessions are ongoing in Wayame, Pohon Manga, Passo and Tulehu villages on
Ambon Island.
An Education Programme Section from CARDI is preparing training on Human Rights,
Health Education and Living Value Education Programme (LVEP) that will be
conducted in selected communities on Ambon Island.
CARDI has defined a budget for provision of materials for teachers, classes, students
and libraries that will be made available at selected community centres on Ambon
Island. Procurement is expected to follow in the coming week.
CARDI and the Department of National Education (DIKNAS) are preparing "School
Standardisation" documents that are expected to be used in schools in the province.
Economic Recovery and Infrastructure
CARDI attended a meeting to discuss the standardisation/coordination of income
generation activities supported by CARDI in the province. Executives from the
Regional Development Inspection (BAPPEDA), the Social Department (DEPSOS),
Mercy Corps, UNDP, LNGOs and Bank Republic Indonesia (BRI) also attended the
meeting.
Aipukamma, an association that consists of LNGOs working for Micro Credit
programmes supported by Mercy Corps, met at the NGO Center in Ambon city on 7
March to discuss strategic planning for their activities.
CARDI completed a baseline data collection from its partners (LNGOs and
communities) in its coverage area in the province. The baseline data is based on
questionnaires distributed by CARDI to help determine suitable activities in a
particular area. Information gathered from the baseline data can be used for project
evaluation.
Mercy Corps is providing funds and technical assistance to 96 LNGO partners to
implement 127 various projects, ranging from simple income generation, community
development, water and sanitation installations, community reconciliation projects.
Some 78,600 people are benefiting from the projects.
ICMC signed a memorandum of understanding with several LNGOs on 7 March to
facilitate community meetings that aimed at encouraging reconciliation, return and
rehabilitation. ICMC has conducted joint missions with several LNGOs with details as
follow: on 10 March to Teon Nila Serua (TNS)/Amahai of Southeast Maluku
sub-district with Yayasan Dakonia; on 11 March to Werinama of Seram Island with
Yayasan Kebangkitan Bahari; on 11 March to Tehoru, sub-district of Seram island
with Lakpesdam 1; and on 10 March to Taniwel sub-district of Seram Island with Tiara
Pusaka.
Amendments from Situation Report No. 118:
The AcF's Income Generation Programmes in Ambon and North Buru have not been
implemented yet as AcF is waiting for funding.
NORTH MALUKU
General Situation
A local newspaper, Mimbar Kieraha, reported on Monday (10 Mar.) that after ten days
of discussion, finally the Regional People's Representative Council (DPRD) approved
the North Maluku Area Income and Expenditure Estimate (APBD) for the year 2003
on Saturday (8 Mar.). In the budget, the Local Government expects to achieve this
year's income of IDR 258,60 billion that is 1,94% higher than last year's of IDR 253,67
billion.
Population Movement
The Provincial Social Welfare Office of North Maluku assisted the return of 384
displaced families (1,863 people) from Ternate to Dusun 9, Gamsungi village of Tobelo
sub- district on Thursday (13 Mar.).
The Central Halmahera District Satlak PBP 2 office reported that until 3 February
2003, 3,672 displaced families (15,320 people) have returned to Central Halmahera
district at their own initiative and 405 displaced families (1,584 people) have returned
from North Sulawesi province.
Water and Sanitation
A team from CARDI visited several villages in Sahu, Ibu and Jailolo sub-districts to
discuss revisions of project proposal with targeted communities and inform
communities where the projects in their areas were rejected.
Food Security and Agriculture
FAO carried out a survey in Jailolo, Sahu and Ibu sub-districts for its fishing canoes
and gears assistance. FAO has identified its target areas that include Susupu village
of Sahu sub-district, Tuada village of Jailolo sub-district, and Tongute Ternate,
Gamkonora, Talaga and Gamsungi villages of Ibu sub-district. The programme is
targeted on a total of 423 beneficiaries for the fishing gear packages and 412 for the
fishing canoes.
International and national fishery experts from FAO went to Ternate to finalize the
arrangement for the building of fishing canoe and distribution plan for fishing gears
under funding support from the Netherlands. Local boat-builders and carpenters have
been identified to build some 300 - 350 canoes. The contracts with the local suppliers
of planks and building materials are being established. Consultations with
beneficiaries have been held, with a view to establishing a broad agreement among
them to build planked canoes rather than dugout canoes, so as minimize the
incidents of cutting matured big logs and avoid the damage to local forest resources.
FAO fielded a national consultant for a 40-day mission to Ternate for the verification of
the distribution of agricultural inputs, which was completed with the assistance of AcF
and WVI under the FAO-funded project TCP/INS/0167, and for the assessment of the
impact of the project.
Shelter and Non- Food Items
WVI is continuing distribution of materials for its Housing Kit programme in Soatobaru
and Samuda villages of Galela sub-district from 10 to 12 March.
UNDP held a meeting with the North Maluku District Public Work Office to discuss
construction of 800 houses and latrines/toilet that is funded by UNOPS.
UNDP also reviewed financial documents submitted by nine local contractors for the
final payment for the construction of 520 houses under UNDP's Supporting
Government Housing Programme that is managed by Satkorlak office.
Education
WVI held coordination meetings with the school committee to discuss the building of
Happy House and the schedule for delivery of local materials for the Happy House in
Wari village of Tobelo sub-district from 10 to 12 March. WVI also delivered building
materials for Happy House in Togawa and Soakonora villages of Galela sub-district on
7 March.
WVI distributed textbooks to SD Inpres Mamuya in Mamuya village and SD Inpres
Seki in Seki village of Galela sub-district.
CARDI conducted a two and a half days training on its Youth Programme for six
Community Committees from several villages in Jailolo, Sahu and Ibu sub-district. 69
persons attended the training.
SC UK hosted an Education Coordination Meeting at SC UK Tobelo office on Friday
(14 Mar.). The meeting was initiated by UNICEF and was attended by International
Relief Development (IRD), WVI, CARDI, UNICEF and North Maluku Education
Department office.
Economic Recovery and Infrastructure
WVI distributed building materials for its infrastructure project CRP II in Sabatai Baru,
Sambiki, Momojiu and Juanga villages of Morotai Island from 6 to 8 March. WVI also
monitored its CRP project in Wewemo and Sabatai Baru villages of Morotai Island on
7 March and all the villages of WVI coverage area in Galela sub-district.
PAPUA
General Situation
A local newspaper, Cendrawasih Pos, quoted the Head of District Police, AKBP Drs.
Faisal AN on Monday (10 Mar.), saying that the investigation on the finding of 12 high
explosive home-made bombs in Sorong town is ongoing. The three suspects are now
under intensive interrogation by the police.
Various local media reported debates and demonstrations on the establishment of
new provinces in Papua. The United Papua Forum (Forum Papua Bersatu or FPB)
advised the President to review the policy as a new province should be established
under the Special Autonomy Bill and it should be proposed by the relevant local
community. Meanwhile, the Central Highland Community Forum or FPRPT is going to
hold a demonstration at the Provincial Parliament Office in Jayapura, and the
Indonesian Youth National Committee (Komite Nasional Pemuda Indonesia or KNPI)
conducted a dialogue on the government-owned radio station, RRI.
Assessment
A joint team from OCHA and WFP from Jakarta went on mission to Papua for
assessment of disaster preparedness from 2 to 8 March. The team met the Local
Government officials and staff member of LNGO and INGO at the provincial and the
district levels in Manokwari, Biak, Numfor, Jayapura, and Jayawijaya. The team also
visited natural disaster-affected areas in Ransiki and Oransbari sub-districts of
Manokwari district and Kurima sub-district of Jayawijaya district.
Food Security and Agriculture
Various local media reported on Thursday (10 Mar.) that 56 hectares of garden, crops,
farm, and agriculture in Kiminuk, Selegeme, Kasi, Kopol, Nolopol and Mugi villages,
Kembu sub-district of Wamena (Jayawijaya) have been destroyed by landslides and
floods.
Health
Cendrawasih Pos reported on Wednesday (12 Mar.) that dengue and diarrhoea
outbreaks occurred in Merauke town. The Head of District Public Hospital (RSUD), Dr.
Petrus, said that some 300 people have suffered from the diseases and one died. The
outbreaks were started in January 2003.
Education
Cendrawasih Pos reported on Tuesday (11 Mar.) that UNICEF and UNESCO
conducted a joint nine-day training of School Based Management (MBS) that was
started on Monday (10 Mar.) in Wamena, Jayawijaya district. The training is aimed at
improving the quality of teachers in knowledge, skills, and attitude or personality
aspects. Schools teachers, headmasters and tribal leaders are attending the training.
Economy Recovery and Infrastructure
Cendrawasih Pos reported on Tuesday (11 Mar.) that a sand trap irrigation project that
was constructed in 1999/2000 in a transmigration resettlement camp, SP I, in
Tuari-Manimeri, Bintuni sub-district of Manokwari district, has been damaged due to
heavy rainfalls and floods of Muturi river in last February. The sand trap was supposed
to irrigate 1,500 hectares of rice fields in the area. The Project Chief, Henky Isir, said
that the project would be reconstructed under this year's budget.
