OVERVIEW:
The league will be comprised of twelve teams formed in three four-team
divisions.  Each team will be made up from NFL players and drafted by
the team owner(s) from the player availability pool (PAP).  A breakdown
of a team's initially drafted roster is as follows:

Each Friday before noon Central Time (or before noon on Thursday if there
is a Thursday game), the team owner(s) will be responsible for submitting
a lineup.  Failure to do so will result in the prior week's lineup being
used.  Tenative lineups should be sent at least 24 hours before the LD
to prevent delays caused by network failure.  You can always go back and
change it up to the Lineup Deadline.

A starting lineup must consist of the following:

                  A. ONE   (1) RB & FOUR  (4) WR/TE
                  B. TWO   (2) RB & THREE (3) WR/TE
                  C. THREE (3) RB & TWO   (2) WR/TE
ONE       (1)  Defensive/Specialty Team
ONE       (1)  Placekicker

Up to three (3) backup players should also be listed for use in tie-
breaking.  If there is a tie in the total points scored by the starters,
the total points of the backups are used.  If the score is still tied,
the game will officially be listed as a tie after overtime.

ABANDONED TEAMS:
A team shall be declared abandoned by the League Commissioner if the
owner of that team fails to submit two consecutive lineups by the
lineup deadline.  A temporary owner (or a committee formed by the
league and appointed by the League Commissioner) shall supervise the
team for one week while attempts are made to locate the absent owner.
If the owner cannot be located or chooses to miss the third consecutive
week's lineup, the team shall be permanently assigned to a new owner.

If the owner returns at a later date with valid reasons, said owner
may petition the league for reinstatement at the earliest possible
convenience of the league.  If an owner becomes absent for a second
two week period during the current season or the following season,
that owner shall be permanently banned from the BFL.

All owners are required to transmit their lineups weekly either by
E-Mail or by phone through another owner (preferably NOT the owner of
the team being played that week) or by U.S. Mail to the League
Commissioner.  League members will submit valid phone numbers to the
League Commissioner who will publish them to the league.  Team owners
are urged to include their home address as well.

If a team is declared abandoned prior to the 13th week of the season,
that team shall forfeit any tie-breakers for playoff positioning.  If
the team still qualifies for the playoffs, it's position will be
forfeited.  Any positions which already make the playoffs that are
lower than the forfeited position shall sort up to take its place
and the 8th playoff position shall be declared a bye.

PAP TRANSACTIONS:
In the event one of your players is injured, or you
simply wish to obtain an undrafted player, you may do so by a purchase
transaction from the PAP.  Obtaining an unclaimed player off the PAP
will cost a minimum of 40 Trading Points.  To claim such a player, the
owner must send a request to the Roster Commissioner with the player's
name, and the number of TPs being offered.  The team with the highest
bid by the Transaction Finalization Time (TFT), Thursday at noon (unless
there is a game that day, in which case TFT is noon on Wednesday) will
sign that player.  He will be available for your lineup for that weekend's
games.  (A defensive team is claimed as if it were a player).

If two or more teams have identical TP bids on a player, the date/time
stamp on the the email will be used.  The bid with the earliest mail 
server stamped date/time will be the winning bid.

A player may be cut at no cost, and placing a player on the disabled list
will cost 15 TPs (in order to be eligible for the DL, the player must be
officially listed on the NFL Injury Report as either "OUT" or "DOUBTFUL").
The week in which a DL'd player is upgraded past "DOUBTFUL" he MUST be
removed from the DL or cut.  Reclaiming your players off the DL costs
nothing.  At no time shall a BFL roster exceed 13 active/non DL players.
A player left on the DL after his condition has been upgraded past 
"DOUBTFUL" will result in immediate forfiture of that player to the PAP 
for open bidding among all teams.  It is the owner's responsibility to 
keep up with the status of their DL'd players.

IF a player on your roster is put on the NFL Injured Reserve List, (out for 
the year), you may DL that player at no cost and replace the roster spot 
through a PAP transaction or trade.  That player shall remain your property 
until the following year's draft at which time you may keep or cut that 
player.

NOTE: A team may have no more than 13 non-DL players at any time
      (defensive teams are considered players for all purposes).

   Any transaction which brings your active roster to more than  13
   players  must be  followed by a transaction to reduce the active
   roster back to 13 players by the Transaction Deadline at noon on
   Thursday.  No transactions will be completed unless accompanied
   by a cut or a DL to keep the roster limit of 13 at all times.


TRADES:
Trades should be completed by TFT, but the final time for any trade shall
be the Lineup Deadline, Friday, 12:00 noon CST, unless there is a Thursday
game at which the LD shall be noon of that day.

Players traded for shall be placed in the roster position of the player
traded.  Excess players gained shall go at the bottom of the team's
roster.  They are assigned positions in the roster one-for-one in the
order shown on the receiving team's transaction card.  Positions left
unfilled after a trade shall be filled by moving the remainder of the
roster afterwards up to fill any holes.

The final date for trades shall be the Lineup Deadline before the 12th
game of the BFL season.  No trades shall be allowed after this time and
no players who are cut during this time may be signed.


END OF SEASON TRADE DEADLINE:
The final day for trades shall be the Lineup Deadline prior to the
12th Week of BFL play.  No further trades shall be allowed until after
the Electron Bowl.

Also, any players cut after noon that day will be unavailable for the
remainder of the regular season.  (In other words, you can't sign anyone
who's been cut after that time).  Players who are cut prior to that time
are still fair game and can be signed by any team (the highest bidder)

PLAYOFF/POST-PLAYOFF TRANSACTIONS:
There will be no transactions during the 3 week playoff period with the
exception of DLing a player and sign-ing a player to fill the
injured player's spot on your active roster.

Team's not competing in the playoffs and teams that have been eliminated
in playoff competition will not be able to make any transactions until
after the Electron Bowl (BFL Championship Game).

Once the Electron Bowl is concluded, no transactions may take place
until a team owner has announced his/her return prior to the start of
the next season (after the call for teams by the Commissioner).  At
that time, trades may take place until the draft, but no free agent
signings can take place and no DL moves can be made other than the cut-
down to the drafting roster.

Prior to the draft, each team must trim its roster to no less than four
players and nor more than eight.  The first four players do not count
against the team's TP account, but subsequent players (up to the eighth
slot) will each cost the following (by slot):
Player 5 = 50 TPs
Player 6 = 75 TPs
Player 7 = 100 TPs
Player 8 = 125 TPs.
SCORING: Your team's score is arrived at from how well each individual entity performed that week in his NFL game. A point value is assigned to each type of scoring play or function performed (FUMBLE or PASS INTERCEPTION) relative to the type of play (RUN, PASS, KICK, ETC.) and it's distance (in yards). It should be noted, that regardless of his designated spot in the lineup, that if a player scores by rushing he is considered a RUNNING BACK. If he passes the ball he is the QUARTERBACK. If he catches the ball he is a RECEIVER. If he's on your team, you get the points. A score resulting from a FAKE FIELD GOAL or FAKE PUNT will be awarded to the individuals involved in the play as any other offensive TD. If the individual involved is usually not an offensive player or is an offensive lineman, there will be no one to whom the points will be awarded. TDs resulting from recovered fumbles shall be awarded to the DEF/SPT regardless of the recovering unit (offense/defense/special team). If a player who is normally a RB, QB, or receiver scores a TD as a result of a runback of a kick or punt return, the points shall be awarded to the DEF/SPT and not to the individual player as he scored as a member of that team and not as a runner or receiver. The following is a breakdown of all scoring possiblities and their point values. MONEY/PAYOFFS: Each team will receive 1000 TPs at the beginning of the first season. Players signed in the draft will cost 0 TPs. At the beginning of each successive season, teams will receive between 500 and 1000 TPs depending on where they finished the previous season (The top 2 teams get 500...). " | 900 the conclusion of the regular season. 11. Next to Worst | 1,000 If the #9 team had lost a tie-breaker 12. Worst Record | 1,000 to the #8 team and the #8 team loses =========================== its first playoff game, it does not exchange places with the #9 team. The same seeding arrangement is used for the purposes of the draft as well. Rosters must be cut down to a minimum of 4 players and a maximum of 8 by midnight eastern standard time the Thursday prior to BFL Draft Week. DRAFT: The draft of players will begin on the Tuesday prior to NFL Week One. The BFL Draft will go for 3 rounds (roster positions 5 - 7) with the previous season's worst team drafting first. The results will be posted that night and a new round of 3 (positions 8 - 10) will be conducted on Wednesday. All rounds will begin with the previous season's worst team picking first. SCHEDULE: Each team will play a fourteen (14) game regular season schedule. Each team will play its own division members twice and each team in the other two divisions once. PLAYOFFS: The first team in each division automatically earns a playoff spot along with five wild-card teams. The wild-card teams are those with the best records*, independent of divisions. The eight teams are seeded 1-8 with the three division champs in the first three spots (by record). The five wild-card teams fill the next five spaces relative to their records. A three week tournament will then determine the Electron Bowl Champion! In determining the playoff positions, the following system will be used in the event of a tie: First, division champions shall be determined within each division. Seed all teams regardless of ties with tieing teams occupying the number of positions as there are tied teams. Example: 1. Team A Division Champ Team B Division Champ 3. Team C Division Champ 4. Team D Team E Team F 7. Team G 8. Team H Team I Team J Teams tied for the last playoff spot shall not be considered "seeded" until all tie-breakers have been applied. Ties will be broken for division champion first with the division champions being seeded in the first three positions by record. Ties for other positions will then be broken from the higher positions down. Tie-breakers shall be: (A) HEAD TO HEAD COMPETITION (a) WON-LOSS BETWEEN TEAMS' GAMES (b) POINT DIFFERENTIAL BETWEEN THE TWO TEAMS' GAMES (if in same division) (B) BEST RECORD WITHIN DIVISION (if in same division) (C) TOTAL POINTS SCORED FOR THE SEASON (D) FEWEST POINTS AGAINST FOR THE SEASON (i.e. sum of opponents scores) (E) RECORD AGAINST ALREADY SEEDED PLAYOFF TEAMS * Ties in games count as a 1/2 win and a 1/2 loss. If more than two teams are tied, tiebreakers will be used until a team is eliminated. Once that occurs, start back at the top with "A" and break the tie(s) again leaving out the eliminated team. If all but one team is eliminated in any round and other positions are still available, the team that was not eliminated shall be seeded and all the teams that suffered elimination at the same tie-breaker at the same time shall be re-evaluated for the next position. If any teams are from different divisions, tie- breakers "A.b" and "B" shall not be used. If more than two teams are involved, tie-breaker "A" and "A.a" shall not be used. In the event of a tie in a playoff game, backup players will be considered one at a time in the order listed on the lineup card against the backup in the same position on the lineup card of the opponent until a winner is determined. (All players on the roster not listed as starters will be listed as backups for the playoffs - you dress everyone). Should the game remain a tie after all 5 backups are compared, the start- ing players will be compared one-for-one beginning with the first player listed and continuing until a winner is determined or the last of the starting players has been considered. If that fails to produce a winner, the head-to-head tie-breakers for determining playoff positions will be used as shown above. The last tie-breaker is the combined record of the teams in each team's division. Failing that, we're screwed. Playoff lineups, unlike the regular season, should list players in the order you want to obtain the most favorable tiebreaker. If your PK is liable to score more points than any of the rest of your starters, he should be listed first (where the QB is ordinarily placed). Rules for positions still apply (ie. 1 QB; 7 WR/RB/TEs; 1 PK; and 1 DEF/SPT)
