Preamble:

The 2402nd chapter of the Aleph Zadik Aleph shall have for its purpose: The spiritual, mental, and physical development of Jewish youth. The inculcation of a spirit of fraternity, trust, and supreme friendship. To provide for Jewish youth a fun and worthwhile activity for which to fill their days. The stimulation of a love and understanding of their Jewish cultural heritage.

Article I, the Southwestern Region

The 2402nd chapter of the Aleph Zadik Aleph shall be a constituent of the 42nd region of the Aleph Zadik Aleph, the Southwestern Region. It shall respect the rules, regulations, constitutions, and by-laws of the Southwestern Region while maintaining itself as a separate and independent entity.

Article II, Chapter Character

Section 1, Name- The name of the 2402nd chapter of the Aleph Zadik Aleph shall be Marc Chagall AZA in honor of the deceased Jewish artist.

Section 2, Mascot- The primary mascot of Marc Chagall AZA shall be the Incredible Hulk. Secondary mascots shall include Moshe the Mohel, and Angie the Cow. Members of Marc Chagall AZA shall be known as the Hosers.

Section 3, Colors- The official colors of Marc Chagall AZA shall be green and black.

Section 4, Boundaries- Marc Chagall AZA shall serve coastal San Diego extending north up to the Interstate 5, Interstate 805 merge, south through Coronado, and east to the 163 freeway. These boundaries shall be used only as general guidelines.

Article III, Membership

Section 1, Eligibility- Membership in Marc Chagall AZA should be limited to young Jewish men in the 8th to 12th grades. A prospective member shall become a member of Marc Chagall AZA upon paying the appropriate dues to the international order of the AZA.

Section 2, Inductions- Upon the payment of his dues, a member becomes an aleph-in training and remains an aleph-in-training until he is inducted. To be eligible for induction, an aleph-in-training must pass an evaluation test. Marc Chagall AZA's induction ceremonies shall take place on the hill in the northwestern corner of the Lawrence Family JCC. The ceremony shall follow the procedures set forth be Alvin I. Fine of Portland AZA #65 with the exception that the inductees shall be standing with their pants down.

Section 3, Disciplinary Actions- Disciplinary actions may be taken against any aleph who commits an act detrimental to the chapter-most notably the introduction of mind-altering substances into the chapter, and malicious attacks against another aleph. Such disciplinary actions shall be enacted by a joint decision of the aleph Godol and aleph S'gan who must inform the aleph in question of his punishment immediately both verbally and through written letter. Disciplinary action against the aleph Godol or aleph S'gan must be enacted by the officer not in question and a petition of at least one half of the chapter's members. The aleph Godol or aleph S'gan must also be informed immediately of their punishment both verbally and through written letter. An aleph may petition such an action at which juncture a trial of the aleph in question shall be held at the next chapter business meeting. At such a trial, the aleph Godol shall serve as judge*, the aleph S'gan shall serve as prosecutor, the aleph in question may choose an aleph to serve as his defender, and the remaining alephs present shall vote on the aleph's punishment. In the case that the Aleph Godol is the aleph in question, the aleph S'gan shall appoint an alternative prosecutor. In the case that the aleph S'gan is the aleph in question, the aleph Godol shall appoint an alternative prosecutor. In the case that multiple high officers are in question, the next highest officer or aleph (as the case may be) shall assume the position of judge and shall appoint an alternative prosecutor. *As judge, the aleph therein serving shall determine the specific procedures of the trial.

Section 4, Life Membership- Life membership shall be an honorary title bestowed each year upon worthy members of the graduating class of alephs. This title shall serve to commemorate and honor those alephs who participated in our chapter with enthusiasm and dedication and cherished the ideals of our organization. To attain life membership, an aleph must participate in a Life Ceremony at the close of his period of participation in the chapter during which he shall discuss his time in AZA. The members of Marc Chagall AZA's graduating class of alephs shall decide amongst themselves who shall hold Life Ceremonies and in what groups. Life ceremonies shall be a Marc Chagall AZA event subject to the same regulations and rules as any other Marc Chagall AZA event.

Article IV, Leadership

Section 1, The Executive Board- The executive board shall be the chief body concerned with the coordination of all functions of the chapter. It shall consist of the following officers in the following order of delegation with the following duties.

a. aleph Godol- The aleph Godol shall preside over the chapter at all chapter business meetings, lead the chapter in any activities in which the chapter participates, keep and maintain the chapter's constitution, and oversee (and aid as necessary) the functions of the chapter board and all committees.

b. aleph S'gan- The aleph S'gan shall be responsible for all chapter programming, and shall perform the duties of the aleph Godol when the aleph Godol is unable to do so.

c. aleph Moreh- The aleph Moreh shall lead all membership drives, shall be responsible for the education of all chapter members, and shall lead all aleph-in-training programming.

d. aleph Mazkir- The aleph Mazkir shall take minutes at all chapter business meetings, and shall be responsible for the communication of the chapter's activities to the members.

e. aleph Gizbor- The aleph Gizbor shall manage the chapter's monetary funds, and shall create and coordinate methods of increasing those monetary funds.

f. aleph Shaliach- The aleph Shaliach shall be responsible for all programming in the Judaic and Community Service/Social Action folds and any chapter functions relating to those two folds.

g. aleph Sopher- The aleph Sopher shall be responsible for compiling the chapter newspaper, "The Hulk Herald" and any other publications of the chapter (including newsletters, flyers, etc.).

h. aleph Ruach- The aleph Ruach shall be responsible for all spirit drives within the chapter, and shall oversee the production of any chapter related items (such as songs, cheers, home-ofs, and paraphernalia) that are related to chapter spirit.

Section 2, Honorary Board Positions- Marc Chagall AZA shall possess the following honorary board positions with the following duties. These honorary board positions shall not play an active role in executing the functions of the chapter, and shall be utilized primarily as honors and/or for carrying out certain specific yet non-crucial tasks of the chapter.

a. aleph Shotare Godol- The aleph Shotare Godol shall assist the aleph Godol in maintaining order in chapter business meetings.

b. aleph Kohen Godol- The aleph Kohen Godol shall generally be (but shall not be limited to be) the past aleph Godol of the previous term, and shall serve to give the chapter the wisdom of past experience.

c. aleph S'gavagina- The aleph S'gavagina shall call out the representation during standing roll call acclamation, and shall perform the Asshole Ceremony for the chapter once during his term.

d. aleph Shiteel- The aleph Shiteel shall f*** around in a clever attempt to entertain the chapter.

e. aleph Horndog^- The aleph Horndog shall mastur**** during his term in a way which reflects the spirit of Marc Chagall AZA.

f. Belle- The Belle shall be a member of Chaverot Tuvot BBG #2386. She shall be our liaison to their chapter and shall attempt to improve the relationship between Marc Chagall AZA and Chaverot Tuvot BBG.

Section 3, Elections- Approximately one month before chapter elections take place, declarations for executive board positions shall be opened. Specific rules and regulations regarding declarations shall be determined by the presiding aleph Godol. All current members of Marc Chagall AZA shall be eligible to declare for a position. Declarations shall close at midnight of the night before elections. Ballots shall be provided by the presiding aleph Godol. All current members of Marc Chagall AZA shall have the privilege of voting excepting the presiding aleph Godol, who shall have a pocket vote. The proceedings for chapter elections shall take the following form. Elections of the executive officers shall be presided over by the current aleph Godol. The order of the officers elected shall proceed from the head of the delegation (aleph Godol), down to the bottom (aleph Ruach). A candidate may drop down to another position if he loses for his original office and may do so innumerable times. Nominations shall be taken from the floor for every executive position. For a nominated aleph to run for the position which he is nominated for, he must formally accept the nomination. All declared candidates shall be allowed to give a speech. Declared candidates for aleph Godol shall have six minutes to present their speech. Declared candidates for aleph S'gan shall have five minutes to present their speech. Declared candidates for all other positions shall have four minutes to present their speech. All nominated or drop down candidates shall have one minute to present only their qualifications. All candidates shall answer three questions taken from the floor. If secret ballot voting is decided upon, the aleph Godol shall leave the room, hand the gavel down to his aleph of choice, and shall count the ballots in the presence of the chapter advisor. To be elected to an executive position, a candidate must receive a clear majority of the total votes. All abstentions shall lower the total number of people voting. If no candidate receives a clear majority of the total votes, then all candidates excepting the two receiving the highest number of votes shall be eliminated, and the chapter shall vote on the position again choosing from the remaining candidates. All honorary positions shall be voted upon by the chapter during the time period when the aleph Godol and advisor are counting ballots for executive board positions. The elections for honorary board positions shall be lead by the temporary chair who shall determine how they shall proceed. Declarations shall not be accepted for any honorary positions. All candidates running for an honorary position shall accept a nomination from the floor. If necessary, the elections for honorary board positions shall continue after all executive board positions shall be elected and in that case, shall be lead by the presiding aleph Godol. After the elections have been concluded and the meeting has been properly closed, the present members shall watch as the aleph Godol burns the ballots at a pool to symbolize the letting go of all competitive feelings about the elections. Then the aleph Godol shall be pushed into the pool. The honorary board positions of aleph Shiteel and aleph Horndog shall be elected at Marc Chagall AZA's annual New Years' Frat Overnight. The coordinator of that event shall determine the proceedings of those two elections.

Section 4, Installation and Extallation Procedures and the State of the Chapter- The installation and extallation of chapter officers shall take place jointly with the state of the chapter at the end of one term and the beginning of the next. These three procedures shall be held at a joint meeting with Chaverot Tuvot BBG #2386. Each chapter shall take turns holding their own respective procedures during which the opposite chapter shall respectfully participate. Chaverot Tuvot BBG shall hold their procedures first, then Marc Chagall AZA shall hold theirs. First, both chapters shall hold their respective opening rituals. Then both shall hold their respective states, which shall consist of walk-arounds of the old board with the presiding president, and then the state of the chapter as presented by the presiding president. During states, all present shall face forward to symbolize the act of looking towards the future and not settling on the past. Both chapters shall then proceed to hand out board gifts, extall old officers, install new officers, publicly announce the new beau or belle and any awards, and perform the appropriate closing ceremonies.

Section 5, Impeachment- Any aleph excepting the presiding aleph Godol may request from the presiding aleph Godol the impeachment of any officer. The presiding aleph Godol may choose to recognize or not to recognize such a request. If such a request is recognized, then an impeachment trial of the officer shall take place at the next chapter business meeting. If such a request is not recognized, then the aleph requesting impeachment may petition the denial of impeachment by obtaining the written support of at least one half of the chapter's current members. In such a case, the aleph Godol must recognize the aleph's request for impeachment. If a request for impeachment is recognized, then the officer being impeached must be informed of his impeachment both verbally and in written letter. At an officer's impeachment trial, the aleph Godol shall serve as judge*, the aleph requesting impeachment shall serve as prosecutor, an aleph chosen by the impeached officer shall serve as defender, and the remaining members present shall act as a jury and vote on the proposed removal of the officer. In the case that the aleph Godol is impeached, the aleph S'gan shall serve as judge during the impeachment trial.

Section 6, Advisor- Marc Chagall AZA shall possess an adult advisor who shall be above the age of twenty-one and shall voluntarily commit to overseeing, supervising, and advising the members and activities of the chapter. The chapter advisor shall in no way participate in the execution of the chapter's functions and shall only serve to give the chapter adult perspective, advice, and supervision.

Section 7, Committees- Any current member of Marc Chagall AZA may create a committee. Such a committee becomes valid upon recognition by the presiding aleph Godol. Any current member of Marc Chagall AZA may be a member of such a committee. Such membership becomes valid upon recognition by the chair of the committee.

Article V, Motions

Any current member of Marc Chagall AZA shall be able to bring up a motion during a chapter business meeting. Any such motion shall be subject to the scrutiny of parliamentary procedure and shall be voted upon by the present members of the chapter. For a given motion to be enacted, more than one half of the present members must approve it. However, if a given motion in any way changes this constitution, then it is considered a constitutional amendment and requires more than two thirds of the present members' approval to be enacted.
