| Education Objective - Prepare our students to succeed in life! Accountability - Set goals that enable the Education Objective to be accomplished and provide feedback on how each goal is being met. Efficiency - Ensure procedures are used to achieve the most benefit from the dollars spent. Fiscal Planning - Develop an intergrated fiscal model that identifies the funding needed (operating & capital) to achieve the district goals using realistic enrollment projections. Funding - Seek the funding needed, at the state & local levels, to accomplish the Education Objective. Specific Suggestions Establish and publicize an ongoing long-range plan using realistic enrollment projections. Change School Start Times ASAP! |
| Legislative changes to help resolve the funding and growth related issues in Florida Public Schools |
| Allow tax revenue from the optional sales tax to be used for capital and operating needs. Current law limits use of this tax revenue to capital requirements. Change the school size limits under the "Small Schools Act" as follows: Elementary Schools- From 500 to 800 Middle Schools - From 700 to 1,200 High Schools - From 900 to 1,800 Require real estate taxes on new residential homes to be effective from the date of completion. Current law begins real estate tax on the building starting January 1st following completion. Thus, a new home completed January 2nd is not taxed for 364 days. Allow school districts to spend all state funding as the local school board deems best to meet the needs of their students. The state could contine to use the funding formula to determine the amount of money for each district. Provide state funding on actual growth not capped by prior estimates. Require the state of Florida to fund 50% of ALL new classroom space. Allow public schools to operate under the same procedures as Charter Schools. |

Insure proactive maintenance plan used in ALL schools. Reevaluate School Choice to lower transportation cost, enhance neighborhood schools and reduce the time our children spend on the bus. Solicit student, employer and higher education feedback to help evaluate district effectiveness. Insure consistency of academic program through out the district. Seek more input from parents and teachers on ways to improve student learning. Improve public information concerning student achievement and district financial needs. Establish proper Board/Administration boundaries. Promote partnerships with local business. Change grade structure to K-6; 7-9; 10-12. |
