Here are the basics of this device:
The Pokemon Card E Reader is a device that can take in information from a set of cards.  You can purchase a set of Pokemon Trading Card Game cards called Pokemon Expedition.

These set of cards have barcodes at the left and bottom sides of each card.  Once you swipe a card through the Card e-Reader, you can get access to games, that Pokemon's animations, and information of that Pokemon you swiped, like its evolutions and moves.

Apparently, the left barcode gets you access to the animations and games, while the bottom barcode gives its information.
