“Interested governments should create an independent body to help developing countries, upon request, evaluate the environmental impact and sustainability of planned development projects“. (Recommendation of the World Commission on Environment and Development (Brundtland Commission) in "Our Common Future",1987)
* A 1987 initiative to establish this body did not get sufficient international support and was shelved in 1990.
* Now, numerous request for independent review of Impact Assessments reach the Dutch Commission for Environmental Impact Assessment from various parts of the world. They make clear that:
1) there is reason to revisit the initiative. 2) there is reason to adapt the concept and give it a global outreach
Therefore, we ( from the Dutch Commission for EIA) have started to collect views on the concept of establishing an International Commission for Impact Assessment (ICIA). The response from some key persons in the Netherlands and abroad are encouraging the Commission to continue the consultations. |
