ARTICLE: 4 - PREAMBLE
Whereas it is not the intention to create an alliance or common front of participating peoples and member Organizations against established Organizations or against any State or Groups of States.
Whereas an effort in needed to address effectively and strongly the issues raised by the members or any other groups, organizations, newspapers, and Governments on Human Rights, Discrimination, Persecution, Massacre, Population transfers, Forced assimilation, Child Labor, Crime against Women, Deprivation of Land or other Natural Resources, Crime against Humanity, and sometimes Genocide.
Whereas an effort in needed to address effectively the issues raised by themembers in order to increase stability in the world, and to promote Peace based on genuine respect and understanding for each other and to esolve the conflicts between the nations and states.
Whereas the rights of individuals and collective rights of human beings are nextricably linked.
Therefore; by the present Constitution the participating members and organizations represented by  the undersigned Representatives (COUNCIL OF FOUNDERS), establish among them the INTERNATIONAL HUMAN RIGHTS COMMISSION (the COMMISSION).
ARTICLE: 5
PROCLAMATION
ON 15TH October 1995, The Council of Founders adopted and proclaimed the Constitution of International Human Rights Commission, the full text of which appears in the following  ages. Following this historic Constitution, the Council of Founders call upon all members of the Commission, all members Organizations, to  publicize the text of this Constitution in their news bulletins and to  issue for the information and recognition of their peoples.
Now,  Therefore THE COUNCIL OF FOUNDERS proclaims THIS CONSTITUTION as a  common standard of law for the Commission and its all organs.
