CHAPTER 7 ARTICLE: 20 THE GENERAL SECRETARY |
(Clause 1) There shall be a General Secretary of International Human Rights Commission, who shall be appointed by the World Chairman. |
(Clause 2) The General Secretary shall hold office during the pleasure of the World Chairman and shall be entitled to such privileges as the World Chairman may determine. |
(Clause 3) The General Secretary shall serve as the executive director of the Commission under the directions of the World Chairman for three years renewable term. |
ARTICLE: 21 -DUTIES |
(Clause 1) To direct the day-to-day operation of the Commission according to the orders of The World Chairman. |
(Clause 2) To represent the Commission on all forums as the Ambassador of Commission. |
(Clause 3) To establish and operate bank accounts for the benefit of the Commission with the approval of the World Chairman and with the assistance of the Accountant General of Commission. |
(Clause 4) To maintain proper and regular books of the Commission, including the creation of an annual balancesheet. |
(Clause 5) To present status reports annually to the members, the General Assembly, the Supreme Council and the Council of Founders. These reports shall include the following informations; |
The names and addresses of all members of commission including the Observer's representatives of States and International Organizations, the member NGOs, the members of the General Assembly, the Supreme Council, the Council of Founders, and whole network of the Commission |
A description of overall financial situation of the Commission and description of the activities of the Organization during the previous year, including any additions, changes or amendments to the constitution |
(Clause 6) To coordinate the activities of Regional offices in order to better accomplish the aims and objectives of the Commission. |
(Clause 7) To perform any duties delegated or requested by the World Chairman, the General Assembly, the Supreme Council and the Council of Founders. |
ARTICLE: 22 - THE SECRETARIAT |
(Clause 1) There shall be a Secretariat of the General Secretary with his/her cabinet of Secretaries, the Chief Election Commissioner, and the Accountant General appointed by the World Chairman. The cabinet of Secretary General shall hold office during the pleasure of the World Chairman and shall be entitled to such privileges as the World Chairman may determine. The World Chairman may make such provision as he/she thinks fit for the discharge of the functions of the Cabinet of Secretaries, the Chief Election Commissioner and the Accountant General.They shall hold the office during the pleasure of the World Chairman and they shall act on the direction and orders given by the General Secretary. |
ARTICLE: 23 TERMINATION OF MEMBERSHIP |
(Clause 1) Members of the Commission including NGOs may terminate their membership in the Commission if they desire upon sending formal notice to the General Secretary. |
(Clause 2) Termination shall be effective upon receipt of notice by the General Secretary. The World Chairman shall make such rules by notification for the membership of commission. |
ARTICLE: 24 - FINANCIAL PROVISION |
(Clause 1) Funding for the Commission shall be come from the members, and from International Organizations, Corporate or private contributions and fund raising activities. |
(Clause 2) The Commission shall receive the donations from observers states and friendly States of the Commission to achieve the goal of glory. |
(Clause 3) The Official Banks of the Commission will be City Bank, Allied Bank of Pakistan and Bank of America or any other, which will nominate by the World Chairman by order. |
ARTICLE: 25 AMENDMENTS TO THE CONSTITUTION |
(Clause 1) Amendments to the Constitution shall be approved by the three-fourths of the members of the General Assembly or the Supreme Council or the Council of Founders. |
(Clause 2) The World Chairman may, for the purpose of removing any difficulties, or forbringing the provisions of the Constitution into effective operation, by order,direct that provisions of the Constitution shall during such period and may be specified in the order, have effect, addition, suspend or omission, as he/she may deem to be necessary or expedient |
ARTICLE:26 SALARIES, ALLOWANCES, ETC. |
(Clause 1) Within 5 years from the commencing day, the law for shall make provision determining the salaries, allowances and the privileges of the World Chairman, the of the World Chairman, the Cabinet of the General Secretary and the servants of the Commission. |
(Clause 2) Other provisions is made by laws |
* The salaries, allowances and privileges of the World Chairman, will be 2000-00 US$ with medical treatment, he/she is entitled immediately before the commencing day; and * The salaries, allowances and privileges of the others mansion in Clause 1 of this Article shall be such as the World Chairman may be ordered determining by time to time. *The salaries, allowances and privileges of the World Chairman, shall be increased inevery year one-fourth of present amount. |
ARTICLE: 27 HONOURS OF THE COMMISSION |
(Clause 1) The World Chairman can grant any Honour and title of the Commission to the any Personality in recognition on his/her services in any field, in his discretion and on the recommendation of the General Assembly, the Supreme Council, the Council of Founders,the General Secretary and the Regional Chiefs or the Country Chiefs. |
(Clause 2) The Honours and Titles of the Commission as are follows: - |
