On 5th of December,1997, the meeting of the NGO's FROM O.I.C countries adopted and proclaimed the Islamic Declaration of Human Rights according to the "Address of the Holy Prophet Muhammad" (peace be upon him) the full text of which appears in the following pages. Following this historic Declaration, the meeting called upon all member countries and the Organization of Islamic Conference to pass this Declaration as the |

and declare one commission or organization within the O.I.C. countries to face the criticism of so-called Champions of Human Rights against the Islam, Muslims and Muslim World |

ISLAMIC DECLARATION OF HUMAN RIGHTS |
PREAMBLE |
Whereas recognition to the inherent dignity of the equal and in alien able rights of all members of the human family is the Islamic foundation of freedom, justice and peace in the world. |
Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people according to the orders of almighty Allah in holy book of Quran and the Sunnah (examples) of prophet. |
Whereas it is essential to promote the development of friendly relations and brotherhood between the Muslim world and countries of the O.I.C. |
Whereas a common understanding of these rights and freedom is of the greatest importance for the full realization of this pledge. |

This Islamic Declaration of Human Rights |
As a common standard of achievements for all peoples and all nations to the end that every individual and every organ of Islamic society, keeping this declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international to secure their universal and effective recognition and observance, both among the peoples of O.I.C states. |
ONENESS OF ALLAH |
I bear witness that there is no god but "ALLAH" the One, having no partner with "HIM" His is the sovereignty and to him is due all praise."ALLAH" grants life and causes death and is powerful over every thing. |
FINALITY OF PROPHET HOOD |
O people, no prophet would be raised after me and no new Ummah would be formed after you and no book will come after Quran. |
PILLARS OF ISLAM |
Behold! Worship your lord; offer prayers five times a day; observe fast in the month of Ramadan; pay readily the Zakat (poor-due on your property; and perform pilgrimage to the house of Allah (Kabah) and obey your ?Rulers? and you will be admitted to the paradise of your lord. |
ETERNAL GUIDANCE |
O people' understand my words which, I convey to you. I leave behind me two things one Holy Book of "QURAN" and second my examples "SUNNAH" and if you will follow these you will never go astray. |
OBEDIENCE TO THE RULERS |
O people, listen and obey, though a mangled Abyssinian slave is appointed your Ameer (ruler) provided he executes (the ordinance of) the book of Allah among you and you should obey his orders as nation. |
HUMAN DIGNITY |
O people, verily your blood, your property and your honour are sacred and in violable until you appear before your lord. Verily you will soon meet your lord and you will be held answerable able for your actions. |
HUMAN EQUALITY |
Allah says: O people we created you from one male and female and made you into tribes and nations, so as to be known to one another verily in the sight of Allah, most honoured amongst you is the one who is most god-fearing. All mankind is the progeny of Adam and Adam was fashioned out of clay. Behold ! every claim of privilege whether that of blood or property is under my heels except that of the custody of the Kabah and supplying of water to the pilgrims. |
RIGHTS OF WOMEN |
O people, verily you have got certain rights over your women and your women have certain rights over you. |
It is your right upon them to honour their conjugal rights, and not to commit acts of Impropriety, which if they do. You are authorized by Allah to separate them from your beds and chastise them, but not severely, and if they refrain from them, clothe and feed them properly. Treat the women kindly, since they are your helpers and are not in a position to manage their affairs themselves. Fear Allah concerning women, for verily you have taken them on the security of Allah and have made their persons lawful unto you by words of Allah |
INDIVIDUAL ACCOUNTABILITY |
Beware, no one committing a crime is responsible for it but himself. Neither the son is responsible for the crime of his father, nor the father is responsible for the crime of his son, and all are equal before the law. |
BROTHERHOOD |
O people, every Muslim is the brother of another Muslim, and all the Muslims from one brotherhood. Take heed not to go astray after me, and strike one another necks. He who (amongst you) has any trust with him, he must return it to its owner. |
HONESTY |
O people! nothing of his brother is lawful for a Muslim except what he himself gives willingly, so do not wrong your selves. |
ABOLITION OF BLOOD REVENGES |
Be hold ! all practice of the day of ignorance are now under my feet the blood revenges of the days of ignorance are remitted. O people, killing of human beings with the intention of blood revenge is Haram (prohibited) by the order of your lord, like this day, this place and this month, if anybody will commit this crime, he shall be an inmate of hell. |
ABOLITION OF INTEREST |
O people, All interest and usurious dues recurring from the times of ignorance stand wiped out and by the order of Allah giving and taking interest on all king of loans or money is prohibited in Islam from today. |
REPAYMENT OF DEBTS |
O people, all debts must be repaid, all borrowed property must be returned, gifts should be reciprocated and a surety must make good the loss to the assured |
ADULTERY |
The child belongs to the marriage-bed and the violator of wedlock shall be stoned. And reckoning of their (deeds) rests with Allah. He who attributes his ancestry to other than his father, the curse of Allah is upon him. |
BEQUEST |
O people, Allah. The mighty and, exalted, has ordained to every one his due share (of inheritance). Hence there is no need (of special) testament for heir (departing from the rules laid down by the Shariat). |
PREACHING ISLAM |
END OF MISSION |
O people! and if you were asked about me, what would you say ? |
People answered; |
We bear witness, you (prophet have conveyed the trust (of religion) and discharged the message and looked to our welfare. |
There upon Allah's Messenger (may peace be upon him) ifted his fore finger towards the sky and then pointing towards the people said, |
O Lord: Bear thou witness unto it. |
O Lord: Bear thou witness unto it. |
FOLLOWING ARE ARTICLES OF THE ISLAMIC DECLARATION OF HUMAN RIGHTS |
ACCORDING TO THE ADDRESS OF THE HOLY PROPHET (PBUH) ON LAST HAJJ. |
ARTICLE 1 |
All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood. |
ARTICLE 2 |
Every one has the right to life. Liberty and security of person. |
ARTICLE 3 |
Everyone is entitled to all the rights and freedoms set forth in this declaration, without distinction of any kind, such as race colour, sex, language, religion, political or other opinion, national or social origin ,property, birth or other status. |
Furthermore, no distinction shall be made on the basis of political jurisdictional or international status of country or territory to which a person belong s, whether it be independent trust,non-self governing or under any other limitation of sovereignty in the Muslim world. |
ARTICLE 4 |
No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms according to the Sunnah of prophet (PBJU). |
ARTICLE 5 |
No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment according to the orders of Holy book "Quran". |
ARTICLE 6 |
Every one has the right to recognition everywhere as a person before the law. |
ARTICLE 7 |
All are equal before the law and are entitled without any discrimination to equal protection of the law. All are entitled to equal protection against any discrimination is violation in this declaration and against any incitement to such discrimination. |
ARTICLE 8 |
Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental tights granted him by the constitution or by law. |
ARTICLE 9 |
No one shall be subjected to arbitrary arrest, detention or exile. |
ARTICLE 10 |
Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligation and of any criminal charge against him. |
ARTICLE 11 |
1) Everyone charged with a penal offense has the right to be presumed innocent until proved guilty according to law in a public trial he has all the guarantee necessary for his defence. |
2)No one shall be held guilty of any penal offense on account of any act or omission which did not constitute a penal offense, under national or international law, at the time when it was committed. Nor shall a heavier penalty be imposed than the one that was applicable at the tie the penal offense was committed, all punishment and laws should follow the orders of Allah according to the Quran. |
ARTICLE 12 |
No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks. |
ARTICLE 13 |
1) Everyone has the right to freedom of movement and residence withinthe borders of each state of the Muslim world. |
2)Everyone has the right to leave any country, including his own, and to return to this country, within the Muslim world. |
ARTICLE 14 |
1) Every one has the right to a nationality by birth. |
2) No one shall be arbitrarily deprived of his nationality by birth nor denied the right to change his nationality within the Muslim countries. |
ARTICLE 15 |
1) Men and women of full age, according to the limitation Islamic orders have the right to marry and to found a family. They are entitled to equal rights as to marriage during marriage and at its dissolution according to the Shariat. |
2)The family is the natural and fundamental group unit of Muslim Society and is entitled to protection by the society and the state. |
;ARTICLE 16 |
1) Everyone has the tight to own property alone as well as in association with others in the all Muslim countries. |
2) No one shall be arbitrarily deprived of his property. |
ARTICLE 17 |
Everyone has the right to freed of though, conscience and religion; within the limitation of constitution of country and Shariat. |
ARTICLE 18 |
Everyone has the right to freedom of opinion and expression this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers. |
ARTICLE 19 |
1) Everyone has the right to freedom of peaceful assembly and association. |
2) No one may be compelled to belong to belong to an association. |
ARTICLE 20 |
1) Everyone has the right to take part in the government of his country, directly or through freely chosen representatives. |
2) Everyone has the right of equal access to public service in his country. |
3) The will of the people shall be the basis of the authority of government, this will shall be expressed in periodic and genuine elections which shall be held by secret vote or by equivalent free voting procedures. |
4) Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international cooperation and in accordance with the organization and resources of each state, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality. |
ARTICLE 21 |
1) Everyone has the right to work, to free choice of employment, to just and favorable conditions of work and to protection against unemployment. |
2) Everyone, without any discrimination, has the right to equal pay for equal work. |
3) Everyone who works has the right to just and favorable remuneration ensuring for himself and his family an existence worthy of human dignity, and supplemented, if necessary b other means of social protection. This is a responsibility of governments to look after the needs of person according to the guidance of Islam and prophet (PBUH). |
4) Everyone has the right to rest and leisure, including reason able limitation of working hours and periodic holiday with pay- |
ARTICLE 22 |
Everyone has the right to a standard of living,adequate for the health and well-being of himself and of his family, including food, clothing housing and medical care and necessary social services and the right to security in the event of unemployment, sickness,disability, widowhood, old age or other lack of livelihood in circumstances beyond his control. |
Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection of the state and society. |
ARTICLE 23 |
1) Everyone has the right to education. Education shall be free at least in the elementary and fundamental stages with out any discrimination. |
2) Parent have a prior right to d\choose the kind of education that shall be given to their children. |
3) Everyone has t-he right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits. |
4) Everyone has the right to the protection of the moral and material interests resulting from any scientific, literacy or artistic production of which he is the author. |
ARTICLE 24 |
Everyone is entitled to a social and international order in which the rights and freedoms set forth in this declaration can be fully realized. |
Everyone has duties to the community in which alone the free and full development of his personality is possible. |
These rights and freedoms may in no case be exercised contrary to the purposes and principles of the organization of Islamic conference. |
ARTICLE 25 |
Nothing in this declaration may be interpreted as implying for any state, group or person, any right to engage in any activity, or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein. |

To the O.I.C. AND ALL Muslim leaders to adopt and proclaim this Declaration as the Islamic Declaration of Human Rights for Islamic World. |
