The Ravers want to get a good foothold in the cities.

When Larz-dun feels that he has a good-sized army, he'll attack Gray Eagle. Before the attack, the city-Ravers will start claiming that Gray Eagle was corrupt because it was chaotic, and that it now represents a threat to the kingdom when the King's back is turned (always a good excuse). Then they'll say they will send a mission to Gray Eagle to try to get some kind of understanding between them, and prevent a war of any kind. But when the mission comes back, it will bring shocking news: our army was walking in the open, the colors of truce showing, when suddenly they were viciously and suddenly attacked by the chaotic barbarians! Our small group of men seemed in danger of being wiped out, but then they received help from an unexpected source: orcs, attacking Gray Eagle from the north! After the battle, the orcs came over and talked to the mission, saying they wanted to make peace and that in exchange for fresh supplies of gold and gems, they would be allowed to inhabit Gray Eagle. Their alliance was secured when the orcs pledged their loyalty to the perseverance and rulership of Law and Order. In fact, three of the leaders of the orcs agreed to come back to the cities and talk to the people themselves, to introduce them to the new, improved orc point-of-view.

What really happened was that the orcs came out of the hills and the "mission" (rather more like a large army) attacked from below, and Gray Eagle got tromped. There is no way that the Adventurers can take on Larz-Dun himself. With his power, he'd blow them away. Since he lives on the Prime Material Plane, he is always at his most powerful there. What the Adventurers must do is find the original way that Larz-Dun was put into the future in the first place. A sort of Spiritwrack, but a ritual invoking more potent powers that unraveled the very fabric of time. He was placed there about 900 years ago, and the gods (who had used mortals as the agents of his imprisonment, them being from the plane he exists on) were working and waiting for the fixed date in the future that his time frame would mesh with theirs.

Larz-Dun knew that everything he did while imprisoned would not matter, since it was happening outside of everyone else's time. Also, as soon as the past caught up to the time his imprisonment began, whatever he might do upon release would be nullified and changed because the others could have figured the best way to stop him. What Larz-Dun was doing on Ataz was really practice for when that day came.

But now, this unexpected vortex had thrown an unexpected, random variable into the situation, and through this new variable, (so rare an occurrence as had been deemed safe to not worry about) Larz-Dun had been able to affect his release 1100 years before he was due! And the gods were caught by surprise...

The original Spiritwrack was considered a holy artifact and put away after its use. As a matter of fact, the ones who helped to put Larz-Dun into the future are the ones who live at Gray Eagle. The scroll was made inaccessible to anyone, and getting it would be quite a task.

But Larz-Dun knows where they've hidden it, and that's the first thing he's going for.
The Chaotics know he's back, and they're scared shitless.
Alec's bard master lives at Gray Eagle.

Some of the people who live in Gray Eagle are worshippers of Apollo. They had a large part in the imprisonment of Larz-Dun, and they have information necessary to locate the scroll. They and Pan will have been warned by their respective gods not to fuck with each other, as each will need the other to help it get the scroll. After all, the forces of Chaos are all being threatened by Law, and there must be priorities. But after the scroll is found, of course, the mission will be complete.

Except that Larz-Dun will reach the scroll first, and the Adventurers will be left facing an empty room. And the clerics of Pan will look at the clerics of Apollo...

But there will be a clue as to the location of the Sword, maybe delivered to the first person that touches the place where the scroll sat. All three objects (crystal, sword, and scroll) had been involved against each other in the last battle, and they hate each other with a passion. If one comes within one mile of the other, the possessor will be aware of the other things (crystal or sword) (scroll not involved in this) and will be geased to locate the other object and destroy it.

Adventurers will have to find the Sword, and then the Scroll.

The Gods shall do one physical thing for the Adventurers. They shall place them all under a permanent non-detection spell, but they won't tell them. It comes from Judar's amulet. Its power is increased to cover 30' radius.
