Hi Conan the solar eclipse you refer to is on November the 23rd, and the line of totality passes over Antartica. Astrologers are not interested in actual sky observations or the actual positions of the planets. They rely mainly on old charts set down in books called Planetary Ephemari. An astrological ephemaris will tell you that the sun enters the sign of Sagittarius on the date in question, but 'astrological' planet charts are becoming more an more inacurate as time goes on, so the eclipse will probably occur in contellation of Capricorn.
