My former job at the City of Philadelphia, Philadelphia International Airport

Security & Systems Technology Department

Special Systems Project Manager

Geographic Information Systems Program Manager

***DIRECT COMMISSION*** On November 21, 2002, I was promoted to 2nd Lieutenant in the PA Army National Guard and the Army Reserve. I was enlisted for over 10 years with the Marine Reserves and the Florida and Pennsylvania National Guards.

For my civilian work, I was a Project Manager for IT Special Systems at Philadelphia International Airport.

AODB - I had two concurrent primary projects. One was to manage the installation of an Airport Operational Database which will drive a MUFIDS (Multi-User Flight Information Display System) and several Operations and Financial applications.

GIS - I also worked for several years on development of the PHL Airport Geographic Information System. Using recent Orthophotography of PHL and the surrounding area, a connection to the MOIS (Mayors Office of Information Systems) GIS SDE Server, and multiple existing AutoCAD drawings of PHL and PNE airports, I have assembled the PHL Geo-Base. This Geo-Base will be used to manage various airport assets, projects, and emergency situations. Geographic Information Systems are new to large scale airports. There are to many applications to list here. My "Pilot Project" will be to fully integrate the Airfield Signage & Marking plan in the GIS to establish a detailed base map of our airport and Airport Layout Plan or ALP. Please contact me for more information on GIS.

Previously, I was the Systems Administrator for the airport's CMMS or Computerized Asset Management System. I also performed Lead Project Manager duties for the procurement of an Airport Operational Database to drive the MUFIDS system listed above. I also have four years of experience in the Facilities Management Section of PHL as a Project Manager.

I have designed and implemented many network databases in Microsoft Access for management of airport projects, task forces, employee management, and asset management. I was a project lead for the implementation of the PHL Passenger Transfer Vehicle Program. PHL currently owns and operates six of these vehicles which are used primarily for international flight servicing. To view a picture of the PTVs, click the link below:

I have a Bachelor of Science degree from Embry-Riddle Aeronautical University, Daytona Beach, Florida. 1991 I am certified by the Federal Aviation Administration as an Airframe & Powerplant Mechanic, and a Pilot (Single Engine Land). I spent 4+ years enlisted in the Pennsylvania National Guard as a Aircraft Technician & Attack Helicopter Repairman. As of November 21, 2002, I was Commissioned to the rank of 2nd Lieutenant for Company A, 103 Engineer Battalion out of Philadelphia. The Direct Commission process means I will have to leave Army Aviation to pursue a new specialty in Army Engineering with the Army Corps.
