I haven't actually bought from these sites so I can't vouch for their reliability.  Some are in the ilk of big new e-commerce stores and others are of a more back yard/hobby shop style.  They are a good way of finding odd products to finish off your army or pick up something that your local hobby store doesn't have in stock (and promise that they will call you as soon as they have it in - yeah right!).  Click here for a review of some of the sites bellow.

Pheonix Models - US based. Quite a fair amount of plastic models & soldiers
   Hobbyweb - as above.
Jadar - Polish site in English with a wide range of products. Cheap.
Stads Toys - large range of old & new figures. Lots of info.
Minutemen - good range of 1/72 scale plastic soldiers
  
Michigan Toy Soldier Company - as above
  
AJA Hobbies - a whole bunch of old & new plastic soldiers.
  
Stumpfle - only half up and running but a good source none the less.
  
Toy Soldier HQ - lots of info & a large range of in/out of production plastic soldiers.
  
Toy Soldier Company - massive range of every obscure manufacturer of HO/1:72       scale plastic soldiers.

Manufacturers Sites.

   Some of the sites bellow are very hard to find your way around, are very slow to down load and are more interested in a glossy look than content.  However some are very good.  Check out the Hat site, its a brilliant site.

  
Revell Germany - in German. A bit confusing & hard to get around
  
Matchbox - confusing and slow.  I couldn't find their plastic figures section.
  
Airfix - as above.
  
Imex/Accurate - good site with info on Imex & accurate ranges & future releses
  
Italeri - a new look site which is now more information based than glossy.
  
HaT - top site with lots of information on HaT products as well as a great site               devoted to conversions and other related information.
