Myth or Reality
    Myth or Reality: Is the incest/pedophile subculture a reality or a myth concocted by one or more perverted housewives? As mentioned earlier, the "an" affectation is troubling but could be explained through social learning. Had the identities only been met through the internet, it is possible they could be fictitious, but two identities, the all important Dana identity and one of the recruited breeders, Heather, were met face-to-face. The Dana, Jerry, and Heather identities were all confirmed to exist through public records research.
     Organized incest and pedophiles have been documented in other research, although the structure presented in this paper appears to have no direct analogy in other research. FBI Special Agent Kenneth Lanning described
syndicated sex rings of pedophiles and child pornographers in conjunction with his research. Adults in Lanning?s syndicated sex ring meet, brag, and share child pornography. The incest/pedophile subculture described in this paper behaves in ways similar to Lannings's syndicated sex ring but, in addition to the pornography, they would also share the physical bodies of their daughters and their sex slaves.
     In 2001, an investigative reporter in North Carolina uncovered active prostitution of children by their mothers in his expose of child prostitution in the Triad of North Carolina. Social service personnel had a long-time familiarization with the activities but police and sheriff authorities in the counties involved were "surprised" by the revelations.
     In 2002, U. S. Customs authorities broke up an international ring involved in incest, pedophilia and child pornography that closely mirrored the subculture described in this paper. The customs authorities did not indicate the gang was involved in commercial child sex slavery, but the authorities' interest and mandate was limited to the child pornography activities and may not have investigated the possibility of sex slavery.. In what may be a stroke of irony or a telling clue, the ring member arrested in South Carolina was named "Zill" and one of the aliases used in the central piedmont NC community was "Zell."
     Finally,
Newsweek magazine reports that hundreds of women have been held against their will for years as domestic and sex slaves under a variety of conditions, including in numerous middle-class households throughout America, without anyone coming to their aid or without the women feeling empowered to escape. If it is possible to hold adult women in household slavery, it is also possible to hold much more easily intimidated and more dependent pre-school age and pre-adolescent children in household domestic or sex slavery. Uncertainty and fear paralyze into inactivity both captive adults and captive children. The gradual socialization of children into the incest/pedophile lifestyle through both negative reinforcement (punishment, confinement, bondage, physical and psychological discipline) and positive reinforcement (food, shelter, and a perverted form of love and acceptance) eventually encourages children to accept their condition of servitude and forgo efforts at escape. Pedophile madams claim many child sex slaves develop loyalty to their Masters.
     The question of myth or reality could be answered through an active investigation by law enforcement authorities, but an investigation is unlikely. During each of the past three years of research, law enforcement at the local, state and national level was contacted in an effort to
secure law enforcement interest in the criminal activities of the subculture, especially its trafficking in children for sexual purposes and its child kidnapping and rape activities. The usual claim by most local and federal authorities, especially three North Carolina FBI offices, during years 2000-2001 was that the researcher did not have enough evidence of activity to warrant law enforcement interest. The usual request by local authorities and the FBI was that the researcher should return after gathering more information. Ironically, a frequent alternative claim of law enforcement, especially state and local authorities, during the years 2001-2002 was that they already knew about these activities and did not need any additional information. A Special Agent with the NC State Bureau of Investigation and a Pennsylvania police detective, both charged with enforcing laws concerning sex crimes with children, stated that they were familiar with the activities reported in this paper, although neither appeared to have taken any action to stop these activities. There appears to have been little actual enforcement activities directed at this subculture or arrests made during this three year period. However, there were several times during the three years of observation when subculture members avoided internet traffic and avoided meeting with prospects because they claimed they had gotten word that they may be under observation by law enforcement or may be somehow threatened with exposure, so there may be occasional enforcement efforts directed toward the subculture.
     Law enforcement exhibits little interest in these incest/pedophile subculture activities because there is (1) no political mandate for action, (2) little funding and manpower allocated for investigation of these activities, (3) an argument that incest and pedophilia, as practiced within the cubculture, keeps the pedophiles off the streets and protects the public from harm,
(4) a competing emphasis on the more voyeuristically interesting enforcement of child pornography laws that draws interest away from actual sex crimes against children. In addition those inside the incest/pedophile community claim that numerous law enforcement authorities are actively involved in the subculture and that law enforcement personnel are among the best customers for the children prostituted by the madams in the subculture. If these claims are true, these claims go far toward explaining the lack of law enforcement professional interest in the subculture. As will be discussed later, there is some enticing circumstantial evidence to link law enforcement in areas of both North Carolina and Pennsylvania to the subculture.
     This researcher met with police in Burlington, NC, Dana?s home county, in early June 2002 and provided authorities with information on the activities of the subculture, and information on Dana, Jerry (possibility now living in the area), Sandy, Tara, and Gale, and provided e-mail photos of Tara and Gale. After three months of inquiries the police major in charge responded to this researcher in a 4 September 2002 e-mail saying, "CPT (Deleted) is now in charge of CID. He said that all the information that you gave him is outside our jurisdiction. He has spoken with the FBI about this, but I haven't heard if they were going to get involved. It's a tough case because they are so hard to infiltrate." In other words, it is too much work to investigate!
