During the dates of October 24th thru the 26th of the year 2000, exactly 11 months BEFORE 911, the Pentagon Emergency Management Team conducted a series of drills called MASCAL which stands for Mass Casualty Exercise.
On October 24, 2000, exactly 11 months BEFORE 911, there was a mock terrorist incident at the Pentagon Metro stop and a construction accident to name just some of the scenarios that were practiced to better prepare local agencies for real incidents.
Army nurse Maj. Lorie Brown stated for an interview* that "This is important so that we're better prepared...This is to work out the bugs. Hopefully it will never happen, but this way we're prepared."
"We go over scenarios that are germane to the Pentagon," says Jake Burrell of the Pentagon Emergency Management Team. "You play the way you practice. We want people to go back to their organizations and look at their S.O.P. (standard operating procedure) and see how they responded to any of the incidents.

Burrell has coordinated these exercises for four years and he remarked that his team gets better each year. Don Abbott, of Command Emergency Response Training, in his after action critique, reminded the participants that the actual disaster is only one-fifth of the incident and that the whole emergency would run for seven to 20 days and might involve as many as 17 agencies. So. Let us get this straight. The reporter for the Military Disctrict of Washington, Dennis Ryan, was able to get the November 2000 story on these drills, publish it in their publications that went out to all those in the military of every rank, and yet, the National Security Advisor Condi Rice wasn't invited? She was out of the loop? What, was she off painting her nails that week? Getting a facial? If you think for one shred of an instant that Condi Rice had absolutely zero awareness that these drills were taking place, that these drills were conducted to prepare for a specific terrorist attack of a "jet in the Pentagon" then you are operating off the fumes of the last 1/16th of your brain cell.
Further, as the photos themselves should make crystal clear, it is then a FACTUAL REALITY that at least a full YEAR before 911, those at the Pentagon were specifically conducting "mock terrorist drills" simulating a very specific disaster - a very specific attack upon their hub.
In order for the Pentagon to even consider spending the time, money, energy, effort, and persons involved to conduct any drill the Pentagon and those who "run it" will absolutely, without a doubt, have to have some specific scenario in already in mind in order to even know what to drill and prepare for. Out of every possible scenario, the Pentagon just so coincidently happened to pull the scenario out its ass of a "terrorist attack: jet in the Pentagon," and then a year later claim that they really had nothing specific this might happen, just vague reports from various agencies, but nothing that would motivate the need to really take any measures. And because this is an exercise drill regarding the Pentagon specifically, and because this is specifically about a terrorist attack - they said it themselves - and because terrorism falls under the jurisdiction of foreign policy and national security, you can bet your ass that Condoleeza Rice had full knowledge that it was going to take place, and had full knowledge of the scenarios, the persons and agencies involved, and what would be derived from it at all.
Because of this indisputable FACTUAL REALITY, the statements made above by Condi Rice that there were "vague threats" and nothing "specific" brought to her attention outside "historical memos" is an absolute bonafied LIE that she KNOWINGLY spewed forth under oath, in front of thousands of witnesses which is by legal definition PERJURY. Rice, after having told that lie, which is plenty enough to qualify as perjury, went on to tell these... The threat reporting that we received in the spring and summer of 2001 was not specific as to time, nor place, nor manner of attack. Almost all of the reports focused on al-Qaeda activities outside the United States, especially in the Middle East and North Africa. In fact, the information that was specific enough to be actionable referred to terrorist operations overseas. Most often, though, the threat reporting was frustratingly vague. Let me read you some of the actual chatter that was picked up in that spring and summer. 'Unbelievable news coming in weeks,' said one. 'Big event - there will be a very, very, very, very big uproar.' 'There will be attacks in the near future.' Troubling, yes. But they don't tell us when; they don't tell us where; they don't tell us who; and they don't tell us how. Throughout the period of heightened threat information, we worked hard on multiple fronts to detect, protect against and disrupt any terrorist plans or operations that might lead to an attack... Yet, as your hearings have shown, there was no silver bullet that could have prevented the 9/11 attacks. In hindsight, if anything might have helped stop 9/11, it would have been better information about threats inside the United States - something made very difficult by structural and legal impediments that prevented the collection and sharing of information by our law enforcement and intelligence agencies.
We now move to Exhibit D, a program called AMALGAM VIRGO 01, conducted by NORAD. NORAD stands for North American Air Defense Command. In the summer of 2001 - which was just a few short months BEFORE 911, NORAD conducted a very specific counter-terrorism exercise specifically on "the firing of a cruise missile from a nondescript merchant ship in the Gulf of Mexico, into the U.S. mainland. Because cruise missiles fly at low altitudes, NORAD would not be able to see them from beyond the horizon. The cruise-missile threat is just one example of the types of vulnerabilities that could be solved if the Defense Department and the military services had a real-time “single integrated picture” of any given battle zone, concluded a study titled “Roadmap to the Single Integrated Picture.”
The conclusion of the NORAD exercise was that “we are naked,” said Stephen R.
