What are Rules of Employment?

In addition to the work contract, all workplaces with over 10 employees must have working rules which are available for all workers to see.  These work rules must also be filed at the district Labour Standards Office (for RCS that is with Mr. Nishizawa at Kumagaya Labor Standards Office at 0485-33-3611).  Not only must these rules exist and be made available to all workers, but the comment of either a trade union or a workers' representative must be attached and registered at the Labour Standards Office (Labour Standards Law Chapter 9).

The things that must be included in working rules are as follows: working hours, overtime regulations, wage calculations, wage payment dates, and all procedures for discipline, fines, or firings.

Also, because working rules are to be made accessible to all employees your employer should provide the rules in English (
Labour Standards Law Article 106).

Introduction

Welcome to RCS, "R" Foreign Language Institute.  We hope that you enjoy your time with us, and your stay in Japan.  As those who have lived and worked in another country before can tell you, it can be a challenging and enjoyable experience.  We trust that you can overcome any challenges you face while here, and learn from your experiences, making the transition a smooth one.

This manual is designed  to not only give you an idea of what to expect while working here, but also what is expected of a teacher at RCS corporation, and at a public school in Japan.  Please understand that public schools and boards of education can be highly bureaucratic at times.  Some things may take longer than is normal, or some requests may be made to you, which could be considered unusual in your home country.  These however are the norm in Japan, so it is best to take frustrations in stride, and to learn from them in a postitive way.

IT IS IMPORTANT TO REMEMBER THAT ALTHOUGH TEACHERS AT RCS CORPORATION ARE EMPLOYED BY THE COMPANY, YOU ARE ALSO A CHARGE OF THE BOARD OF EDUCATION AND SCHOOL (S) WHICH YOU WORK AT.  THEY CAN THEREFORE CHANGE YOUR SCHEDULE AND ROLE AS THEY SEE APPROPRIATE.

RCS Staff Conduct

The following information is to apply equally to all members of RCS, "R" Foreign Language Institute, regardless of status or position.  This standard forms the company identity, and is to be observed at all times.

1-1 Whilst on the RCS school premises, or any other place while representing the company, all staff are required to behave towards all other persons in a professional manner at all times.  Despite personal differences, which may arise between staff from time to time, behaviour is to remain of the highest standard.  The office is not a private place and should therefore not be used as such.  Clients or prospective clients may enter the premises at any time, and they should never be confronted with an atmosphere of discontent, or of course conflict.

1-2 Office staff members are to dress in a manner appropriate to their postition and location at all times.  Teachers are requested to bear in mind the likelihood of encountering visitors while at the office, and should dress appropriately.  Although teachers are welcome at the office even if they have no scheduled lessons, they should maintain a respectable standard of dress.

While teaching, teachers are required to maintain the following standard of dress:
a) Male employees are required to be cleanly shaven, wear a dress shirt with a tie, business pants and dress shoes.  Business pants are those that have a crease in the front and back.  Dress shoes are defined as those that can hold a shine.
b) Female employees are required to wear a dress shirt.
Extra sporty or casual home wear shuch as T-shirts, shorts, spats, blue jeans or baggy wrinkled pants are not allowed.  Exceptions may be made on a case-by-case basis depending on the work situation upon discussion with the company.
Unfortunately this "manual" does not comply with Labour Standards Law Article 15 by including working hours, overtime regulations, wage calculations, wage payment dates, and all procedures for discipline, fines, or firings.

This clearly states that RCS fits the definition of a
haken (temporary worker dispatch) company.
No teachers at elementary schools wear a tie.
