Was born on September 13, 1960, in an Orthodox Christian family of white-collar workers from St.Petersburg.
   In 1988 graduated with an honors degree from the North-West Distance Education Polytechnic Institute majoring in Electrical Engineering with specialization in Electrical Devices.
   From 1988 to 1991 worked in the specialized heavy-current contact system research laboratory of the North-West Distance Education Politechnic Institute as an engineer, an assistant scientist, a researcher.
   From 1990 to 2000 worked in the Research Institute for Heavy-Current Contact Systems of CJSC "ALEKS" as General Director, Institute Director, Associate Scientist.
   In 1994 graduated from the Center of Management and Marketing "PROGRESS" with specialization in Management, Marketing and International business under Government of Russia.
   In 1997 graduated from the St.Petersburg State Academy of Management Methods and Techniques with specialization in Financial Management, qualified as a manager.
   Since 1999 has been a member of the St.Petersburg union of scientists, engineers and industrial specialists. Author and co-author of more 50 scientific works and two Russian patents. Married.
   Since 2000 has worked in the Research Institute for Marine Systems Inc. as Institute Director and Chief Researcher.
   Since 2004 has worked in the Research Institute for Marine Systems Inc. as General Director and Chairman of the Board of Directors.
