1.  Start with graphic of your choice or use the one I used. 
since I don't know how to get a tube to you, you will have to clean the blinds yourself
2.  Make blinds graphic active, promote to layer, use magic wand and click on the black, if it doesn't select all of the black, go to selections, select similar, then either delete, or click scissors.  Go to edit, copy, activate other graphic go edit paste as new layer--You might want to try adding a drop shadow, I did on some and not on others
3.  Add a layer, choose a color.  I used ffc574, floodfill. 
4.  Go to masks, new from image, choose mskblindsframe, sourse luminance and invert mask both checked.  OK.
5.   Go to mask, delete, ok. ( or use your favorite mask)
6.  Still on mask layer go to effects, texture, weave.  1,1, opacity 20, color for both 372203, fill gaps checked.  OK. 
7.  Go effects, drop shadow v & h 1, opacity 100, blur 0, OK. deselect. 
8.   Merge all. 
9.  Set background color to white, add border 7, click new border with magic wand and floodfill with ffc574.
10.  Effects, innerbevel, softedge. 
11.  Add another border 27, floodfill with pattern driftwood, sscale 50, angle 270. 
12.  Go to color, colorize, hue 25, saturation 151, OK. 
13.  Go to gamma corrrection, linked, .073. 
14.  Go to effects innerbevel, use 2nd bevel, width 8, smoothness 100, dept2, ambience 0, shininess 10, color white, angle 315, intensity 66, elevation 201 
15.  Add border 7, softedge, deselect and we are done with this one.
