Where Doyle's Campaign Contributions Come From
Looking at Governor Jim Doyle's most recent campaign finance report, it's pretty obvious that word is out around the country that government is for sale in Wisconsin.
One out of every $7 the governor raised came from out-of-state interests, a Democracy Campaign analysis of Doyle's fundraising during the first half of the year shows. The donors ranged from a Connecticut Indian tribe that partners with tribes in other states to build and manage casinos to the head of an Indiana company that contracts with government agencies to process credit card payments.
Doyle received nearly $6,000 from SBC Communications executives in Texas. The most recent reporting period is not the first time money from the telecommunications giant has been detected flowing into the governor's campaign coffers. A WDC report last August http://www.wisdc.org/pr080204.php showed a sudden spike in donations to Doyle from SBC officials. The company landed a $116-million state contract after the governor had a change of heart last August on how a major project to design a new video and data network for the state and University of Wisconsin System should be handled.
The Doyle campaign also continues to be a magnet for utility industry money. The governor received more than $38,000 between January and June from utilities and American Transmission Company, which is building a $420 million transmission line. Soon after, Doyle signed legislation forcing communities to sell land to utilities for power line projects.
In reviewing the most recent Doyle campaign report, the Democracy Campaign also noticed that the governor accepted more than the legal limit from an attorney for a top Wisconsin law firm.
Politicians are fond of boasting that their campaign fundraising prowess is an indication of broad public support, even though their donors represent a tiny sliver of the voting public. Another major hole is blown in that argument when so much money comes from people who cannot vote for an elected state official like the governor.
Doyle's latest campaign finance report certainly does nothing to dispel the fear that pay-to-play politics is thriving in Wisconsin despite the corruption scandal that already has led to the convictions of two top state politicians and the indictments of four others. Is the apparent connection between campaign donations to Doyle and government favors the donors are receiving all a big coincidence, or are the "coincidences" so numerous that an undeniable pattern emerges?
