This is the guy who's outside your house at 2 a.m., revving up his bike with no consideration.
A punk.  You see he's the nephew of a big-time mobster(Galano)
so he pretty much does whatever he (or Galano) wants.
These activities include smuggling heroin, wearing oversized medallions,
smoking stinky cigarettes and hanging out with Andy Kaufman.  (Or Galano.)

So the head gets the greasy hair job and the 70s sideburns.  That permanent sneer was already there.

Yeah, it's one of those crappy MISSION bodies, but with a twist:  the snazzy sportscoat tails were added, by taking a flap of plastic off a Warriors of Virtue skirt.  Krazy glue adhered the flap, and then dremeling with a brushwheel and buffer created a nearly seamless effect.
Other additions include the turtleneck, flared pantlegs, and that necklace.

Motorbike was largely a repaint, but also involved taking huge hunks of material off the back end there. 
The "pizza-seeking missile launcher" just didn't fit in with the character.
