Despite the cliche of unchanging anime stereotypes, the personalities of the characters of F.o.R do change.

His Blood Type is A implying that he is indecisive, cautious, yet considerate and helpful, with great capacity for memorization. Being peaceful, responsible and a team player makes up for his indecisiveness, restraint and stickling for etiquette. However he is hardly indecisive as it was honed out of him during his training. However, he is cautious, considerate and helpful. He also is cold, cruel and objective - as seen in the UBS. During his first battle with Mokuren, he cut his foe's arm off as punishment for his underhand battle ethics. As Kurei pointed out, his objective approach to fighting made him more of an Uruha fighter than a Hokage fighter. His memorization is also demonstrated in the UBS with his ability to decipher Neon's sound attacks and Daikoku's attack pattern.

As time passed, he became more accustomed to the Hokage fighters and thus 'melted' into them. Though he maintained his cold exterior, his change in heart is demonstrated during his battles. When he defeated Mokuren the second time, Tokiya simply walked away instead of further mutilating him. He has also grown fonder and more devoted to the Hokage, as he risks himself more and more to save his comrades from danger. Even Kurei noticed this change in him.

Mikagami Mifuyu:: Tokiya loved his sister deeply as she was the one who raised him. There is no information on his parents so we can assume they were orphaned. Because of that, she was the only loved one Tokiya had and for her to die such a tragic death truly wounded the young boy's heart. Appearing during Tokiya's most vulnerable moment, Meguri Kyoza used the boy by stoking his anger and vindictiveness. This spurred him on to master the Hyomon Ken in such a short time. Many kendo styles focus largely on the philosophy behind the techniques but Meguri misled Tokiya to master the style solely for revenge and honed him into the heartless and cold person he is now. Even now, though misguided, Tokiya remains true to his vow to avenge his sister's death.

Hanabishi Recca:: Let's face it - they definitely don't get along. Having two conflicting personalities, very often they get on each other's nerves. Tokiya, being sensible and calm, finds Recca's reckless and brash personality... reckless and brash. However, during desperate situations when Tokiya's sensibility tells him to turn and run, Recca's recklessness often makes him do otherwise and thus the situation is often resolved. Other than that, their relationship is one of tolerance.

Kirisawa Fuuko:: She's just about as reckless as Recca, though much more volatile on the whole. Being compulsively violent, Tokiya often bears the brunt of her outbursts. However, due to her gender and Tokiya's sense of galantry, he just as often lets her get away with it. He respects her for her fighting ability and her feminine sensibility in an otherwise male-skewed group.

Ishijima Domon:: Domon is the one that Tokiya holds in contempt the most. Being the mentally slowest member of the group, Tokiya has an easy time insulting Domon.

Koganei Kaoru:: He's young, innocently charming which brings out the big-brother side of Tokiya. He recognises Kaoru's potential as a fighter and will do just about anything to help the boy. Despite what many people think... they are not gay.

Sakoshita Yanagi:: Bearing an uncanny resemblance to Mifuyu, Tokiya sees her as his sister and she is probably the only reason he follows Recca. Because she naive and innocent, Tokiya appears again as the big brother. Having no romantic designs on her, he is doesn't mind being her big brother.

Kagero:: Tokiya respects her in every sense - being the oldest and wisest of the whole group. She's more of a dowager than anything else when she's with the group.

Meguri Kyoza:: Being Tokiya's Master and the one who raised him during his teen years, Tokiya must feel attached to this man. Being torn between his ambition to avenge Mifuyu and his mentor  - Tokiya faces a dilemma when it comes to Kyoza, since he was the one who had Mifuyu murdered. As nothing much has been revealed about Kyoza there really isn't much to write about here. ^^;
