for Child Protection in Ontario
DISCLAIMER
Child Welfare...     services, in Ontario, is reported to be governed by legislation, formally know as the " Child and Family Services Act R.S.O. 1990 C11 " and its' paramount purpose, is supposed to be the; " best interests ", " protection " -and- " well being " of children.  Service Providers have a duty to ensure decisions are made according to clear, consistent criteria - and - subject to procedural safeguards
Introduction :
The Primary Goal... of the Risk Assessment Model for Child Protection, in Ontario, is reported to be to promote -and- support structured standards, in the "decision-making" process, without replacing professional judgement.  This specific "tool", is only meant as a, "guide",  for social workers, to develop strategies, for reducing risk in a child's need for protection, building family strengths - and - assisting to resolve identified problems.  However, there is no consequence for not following these procedures.
This Model...       also assists Supervisors, in assessing whether a subordinate has taken appropriate steps and has made proper analysis of a situation, in a case file.  However, most Supervisors will tend to favor a subordinate, to ensure solidarity with a social worker's decision, in a particular case, whether the social worker has followed any specific; guidelines, procedures and/or protocols, or not.  Too often, this Model has been used to fill in any gaps, that would weeken a social worker's position, in Family Court.
The... Ontario Association of Children's Aid Societies conspired with local Children's Aid Societies to create this set of guidelines, to get around legislation that protects the Citizenry, of Ontario and Canada from unwarranted, invasive imposition into families and their private affairs, promoting the best interest of children, rather than the " public interest ", of society, as a whole or in part...
The Conduct...   of Social Workers, is also supposed to be regulated by an independent governing body.  Here, it's the Ontario College of Social Workers and Social Services Workers. Through this governing body, the activities of;  social workers, social services workers, anyone reporting to be and/or anyone doing this type of work, is supposed to be regulated.  The College and/or other Governing Bodies report that person(s) may file complaint(s), against a person doing this kind of work, in contavention of the,  Social Work and Social Service Work Act S.O.1998 C.31 - and/or - their specific guidelines, in order to deal with violation(s) of policy, procedure, ethics and/or conduct -and/or- any -or- all of them.
