Requirements Supporting Standard
The CPS/CAS... worker must rate the referral, report, information, on the " Eligibility Spectrum " -and- document the decision, about eligibility for service. In all cases, documentation must be completed within Twenty Four (24) Hours, although the decision should be made, as soon as possible, after receipt of the referral, report and/or information.
In Addition... to using the " Eligibility Spectrum ", the following criteria are also to be considered in deciding whether to initiate a full protection investigation:
whether the subject of the information in the family, is properly defined as a child, in the context of the, Child and Family Services Act SO 1990 c.11 - Part III ;
whether the child currently resides within the " CPS - Children's Aid Society ", territorial jurisdiction (if the child does not, the worker should refer the matter, to the appropriate Agency, and;
a check of child protection records, including the provincial
Child Protection Data Base.

For both...     new cases - and - cases already receiving ongoing protection service, the worker shall identify any child(ren), in other families, who are possibly in need, of protection, given the substance, of the referral, report, information, consider  - and -  document a decision, about their eligibility, for service using the, " Eligibility Spectrum ".

----- Above the Intervention Line -----
When...     information is rated above the, " Intervention Line ", on the, " Eligibility Spectrum " a full protection investigation must be initiated.  Even if information is rated below the Intervention Line, a full protection investigation may also be initiated, under certain circumstances;
e.g.: when indicated by issues, related to a past history, the number -and- nature of, "Minimal Severe" descriptors - or - other relevant factors.
The Spectrum... is not intended to replace -and/or- as a substitute for a worker's judgement
When...      insufficient material is collected, in the referral, report, information, for a worker to make a judgement, about eligibility, for Child Protection Service,  the worker will make every effort,  to gather more information, to inform this judgement.    In all cases, this information must be gathered - and - the eligibility decision documented, within twenty four (24) hours.
e.g.: if 3 referrals and/or reports, have been received, all scoring just below the, Intervention Line the worker may decide the significance, of aggregate information, warrants a full protection investigation.
