- New : Referral / Report / Information -
Once...    a full investigation has been completed, it is determined that the child is in need of protection -and- a child is receiving ongoing Protection Service, the worker may receive new referrals, reports, and information, about other Protection concerns.   In response, the worker has the responsibility, to make a decision about whether - or - not, to initiate a new full protection investigation.
To assist...    the worker, with this decision - and - in response, to referrals, reports, information, the worker must determine the most appropriate rating on the, " Eligibility Spectrum " - and - document the decision about whether a new protection investigation should be initiated, with respect to an open case.
If a full...   investigation is initiated, the worker will also be required to complete the requirements of : Risk Decision #2Risk Decision #3Risk Decision #4 - and -  Risk Decision #5

Supervisory :
Review... of decisions that referrals, reports and/or information were not eligible, for service must be completed on a sample (minimum 10%), of such decisions on new and already open cases.  The reviews must be completed, at least every three (3) months - and - the findings must be documented by the local CPS (Child Protective Service) / CAS (Children's Aid Society).

Opening... Intervention cases, rated below the Intervention Line of the Eligibility Spectrum where a decision is made, to initiate a full Child Protection Investigation, the case is a " Protection Case ", and it should be documented as such -and- all subsequent child protection standards apply. The supporting reasons, for this decision, should be documented, in the file.
However...   generally, when information is rated below the, " Intervention Line ", no full protection investigation is required.  CPS/CAS may open such cases, for non-child protection services (other child welfare services) - and - the Standards that follow would not apply.  Consideration should be given for referral, to alternate resources, as appropriate.
