Requirements Supporting Standard :
The worker... must make a decision about "Response Time", as soon as possible -and- appropriate after receipt of the referrals, reports, information. "Response Time", documentation must be completed within Twenty four (24) hours. The " Eligibility Spectrum " is be used, to determine whether, referrals reports, informations, falls into the category of, Extremely Severe - or - Moderately Severe. All children must be seen, as soon as possible, but those, who are the subject(s) of referral, report, information, that falls into the category of, " Extremely Severe ", must be seen, within twelve (12) hours, after the initial information is received. Those, who are the subject, of a referral, report, information, that falls into the catergory of Moderately Severe must be seen, within seven (7) days, after the information is received.
Investigation Plan :
The worker... must develop a plan, for investigation, in consultation, with a supervisor. The Plan must be developed to maximize the child protection worker's ability to protect the child - and - to gather information, in sufficient detail, to make the judgements required, in subsequent, "Risk Decision Points". The plan includes:
The decision... about response time, rationale -and- the plan for investigation, must be documented by the worker, within twenty four (24) hours.
a) Assignment of case responsibility, for the investigation. b) Decisions about how best to proceed, to assess the immediate safety, of the child(ren) c) Decision about the appropriate investigative steps required (including decision about notification of police persuant to the protocol in place between the Agency - and - Police, -and- the need to obtain a warrant / telewarrant, for relevant information).
Frequently... it's the child, who's the subject, of the referral, report, information, that becomes the subject, of the full protection investigation -and- there is limited consideration, of whether other children in the family, may also requie a, " full protection investigation " - and - may also be in need of protection. On the basis of the, referrals, reports, information, the worker will often have reasonable -and- probable grounds, to suspect, that all the children, in the family, "may be" in need of protection. The worker should not restrict themselves, to the child, identified in the, referral, report, information, as the subject, of the, "Full Protection Investigation", but shall make every effort, to see all of the children within the required response time, unless there are no reasonable - or - probable grounds, to suspect that they may be in need of protection.
