LCDR Albert R. Reid, USN, a native of Georgia, enlisted in the Navy in 1940.  He served on seven ships and advanced to the rank of Chief Quartermaster before receiving his commission in 1951.  As an Officer, he served on three ships and had two shore duty stints before assuming the command of the USS Tracer AGR-15 in November, 1961.

LCDR Glenn P. Barney, a native of California, graduated from the U.S. Naval Academy in 1951.  He was selected for post graduate studies in electrical engineering at the Navy Postgraduate School in Monterey, CA.  He served as head of Computer Programming at the Fleet Operations Control Center in Hawaii.  He was Executive Officer aboard the USS Tolovana.  He assumed command of the Tracer on March 6, 1964..,
