Birth Certificate Inquiry.

[The point of this page is to inquire into whether there may be something wrong with my birth-state's creation, treatment, or handling of my birth certificate. My experience may not be yours, but it may spark your inquiry with your state of birth. I have reached a point in dealing with 'government' where, when I receive NO answer to my questions, that is a pretty-good confirmation that something (whatever it may be) is amiss.]

FORWARD AND ADDRESS CORRECTION REQUIRED

Dear Sir/Madam:

ADMINISTRATIVE AND JUDICIAL NOTICE REQUIRED.

There are enough odd rumors which I have read from various Internet websites about the purpose/use of the Document: "CERTIFICATE OF LIVE BIRTH", commonly called a 'birth certificate', that I am writing in Good Faith as a reasonable Man to resolve some questions I have. I would very much appreciate your help.

1. I am writing concerning the CERTIFICATE OF LIVE BIRTH issued in my name [your number [omitted], dated [omitted]].
I hereby request that you deliver to me another Certified Copy of said CERTIFICATE OF LIVE BIRTH, specifically to include both sides (or all sides if said Original is folded) of said Document if there is any information whatsoever on the reverse side.
I promise to pay $10.00 for that copy upon delivery.

2. On the face of said Certificate in my possession there are three entries which I do not understand and cannot identify.
a. Please disclose the full True legal name of the entity styled "DEPARTMENT OF COMMERCE".
b. Please disclose the full True current legal mailing address of said "DEPARTMENT OF COMMERCE".
c. Please disclose the full True legal name of the entity styled "BUREAU OF THE CENSUS".
d. Please disclose the full True current legal mailing address of said "BUREAU OF THE CENSUS".
e. Please disclose the meaning of the inscription "RCA 1107, REVISED MAY [6 or 8 (I cannot read the figure)], 194[6 or 8 (I cannot read the figure)]".
f. Please provide me with a complete True copy of each law/statute/regulation/rule, in effect in 1949, which is represented by this "RCA 1107".

3. The Code of Georgia (1999), Sections 31-10-7(a) and 31-10-26(c) imply that there is an agreement/arrangement/compact/relationship between THE STATE OF GEORGIA and one or more 'federal agency'(s) concerning the subject matter of Vital Records.
a. Please disclose the True physical location where I can obtain a True copy of said agreement/arrangement/compact/relationship which was in effect in 1949.
b. Please disclose the full True legal name of each and every 'federal agency' which is a Party to such an agreement/etc.
c. Please disclose the full True current legal mailing address of each respective such 'federal agency'.

4. The Code of Georgia (1999), Section 31-10-26(d) implies that there also are/may be similar 'agreements' with other States.
Please disclose the True physical location where I can obtain a True copy of said agreement(s) between:
a. THE STATE OF GEORGIA and THE COMMONWEALTH OF PUERTO RICO in effect between 1945 and 2000 inclusive.

5.a. Please disclose the True physical location and True last-known mailing address where the "Original" of my CERTIFICATE OF LIVE BIRTH is actually physically kept/maintained/stored/warehoused.
b. Please disclose how many parts/segments/sections/portions comprised a complete "Original" CERTIFICATE OF LIVE BIRTH in 1949.
c. Please disclose the quantity(s) of "Original" CERTIFICATE OF LIVE BIRTH, whether or not identical in form, which have ever been created in this particular name: "Thomas Murrell Thornhill III".
d. Please disclose the quantity(s) of "Abstract"(s) of said CERTIFICATE OF LIVE BIRTH which have ever been created.
e. Please disclose the quantity(s) of "Certified Copy"(s) of said CERTIFICATE OF LIVE BIRTH which have ever been created.
f. Please disclose the full True legal name of each and every known holder/recipient of such a "Certified Copy" of said CERTIFICATE OF LIVE BIRTH.
g. Please disclose the respective full True last-known mailing address of each such holder/recipient of such a "Certified Copy" of said CERTIFICATE OF LIVE BIRTH.

I promise to pay a reasonable sum not to exceed the total sum of twenty dollars ($20.00) for the search, copying, and delivery of the requested information.
I reserve the Right of personal physical inspection of the Public Record(s) maintained by the Department. Please deliver the requested information to me via United States Postal Service to the mailing location shown at the top left.

I received a new copy of my birth certificate on fancy 'bank paper' with NO embossed seal and NO validating signature, but no answers to any of my questions, so I filed a formalized Appeal:
