All interested persons please take NOTICE:

Based upon my discovery of this information, which I believe to be reliable, on May 8, 2000:

"BY ORDER OF THE SECRETARY OF THE TREASURY ... 1. The Bureau of Internal Revenue shall hereafter be known as the Internal Revenue Service." (emphasis added) http://www.ustreas.gov/regs/to150-06.htm [as of February 17, 2001]

"4. Denies that the Internal Revenue Service is an agency of the United States Government but admits that the United States of America would be proper party to this action. ..." (emphasis added) http://www.lawresearch-registry.org/irsnara0.htm [as of May 12, 2000]

1. On September 12, 2001, a letter from Department of the Treasury, Internal Revenue Sevice, FRESNO, CA 93888 [CP: 71, number 4521-113-03702-6 200135, dated SEP. 10, 2001] was placed in the mailbox I rent from the UNITED STATES POSTAL SERVICE in Nevada City, California. I am returning said letter marked "Refused for Cause - Fraud".

2. My understanding was that this matter had been concluded several years ago, so I am submitting the accompanying Freedom of Information Act Request to try to understand why the Internal Revenue Service persists in sending me these erroneous billings. Please forward said Request to the appropriate Disclosure Officer.

3. My further understanding is that Internal Revenue Service is barred from lawful collection in this matter by the official misconduct of personnel at the Watt Avenue Internal Revenue Service office in Sacramento, California. Please see the attached and herein incorporated computer-stored copy of my complaint of that incident. The original of said complaint is on file.

4. It appears from 26 U.S.C.A. 6334, that all my private property is exempt from lawful levy, so I hereby request that you take whatever actions are necessary to prevent and abate the further imposition upon my time and privacy caused by the erroneous mailing of Internal Revenue Service documents concerning the 1995 'tax year'.

5. I am a private Citizen and not an official, officer, or employee of the United States, so I cannot use the "Official Business Penalty for Private Use" penalty cover that was sent to me.

6. I do not have a reliable or regular source of income, so I cannot commit to the Installment Agreement Form 9465.
