Declarant, ___________________________________________ a natural born, Adult white Man, one of the people of the United States of America and of California, is a competent witness and, with all due Respect and in full Good Faith, does Declare and Affirm:
I had reason to investigate my relationship to the UNITED STATES POSTAL SERVICE. The information provided below is some of what I found.
1.a. The United States Government Manual 1999/2000, Office of the Federal Register, National Archives and Records Administration (Revised June 1, 1999), p. 707, lists:
1.b. However, Standard & Poor's Register of Corporations, Directors and Executives (1999), CORPORATIONS, Volume 1 of 3, page 3152, lists:
2. My reasonable inferences from the facts set out in item 1. above are that:
a. UNITED STATES POSTAL SERVICE and U.S. POSTAL SERVICE are one-and-the-same organization.
b. UNITED STATES POSTAL SERVICE/U.S. POSTAL SERVICE is a private, although Government-created, corporation.
3.a. THE 1999 NATIONAL 5-DIGIT ZIP CODE AND POST OFFICE DIRECTORY, VOLUME 1, shows on the map page facing p. 1-1 that "CA" is a UNITED STATES POSTAL SERVICE in-house designator for a section of the U.S.P.S. "Geographic Areas" which appears to be co-extensive with the State of California.
3.b. But ibid., page 1-1, "Section 1. Information About this Directory", first paragraph, states that:
"... ZIP Code alignments do not necessarily adhere to boundaries of cities, counties, states, or other jurisdictions."
3.c. Id., page i, "Introduction", third paragraph, states that:
"The five-digit ZIP (Zone Improvement Plan) Code was introduced to the public July 1, 1963, ... Additionally, five-digit ZIP Code areas lend themselves to a broad variety of other applications, including geographic and demographic utilization...."
3.d. Id., page 1-1, bottom of the page, "How the ZIP Code Benefits you" states: "When you use a ZIP Code, you increase the speed, accuracy, and quality of all mail service. Using a ZIP Code increases the Postal Service's ability to process your mail quickly by mechanized and automated equipment." 3.e. From id., page 3-174, 959XX is a UNITED STATES POSTAL SERVICE in-house designator for a specific designated POST OFFICE/DELIVERY AREA within the U.S.P.S. "Geographic Area" called "CALIFORNIA" served by the "MARYSVILLE" processing and distribution center.
4.a. I rent a mail box from a UNITED STATES POSTAL SERVICE facility in Nevada City, California, which is purportedly within 959XX. I certainly do not physically live there (I mean, we are talking about a 4" x 6" x 10" cubbyhole in a false wall.) It is not my legal Residence; it is just a mailing location; I only physically collect my mail from there.
4.b. My boxholder adhesion (quasi-, or pseudo-) "contract" with UNITED STATES POSTAL SERVICE says, in essence, that it will deliver my mail into my box in an expeditious and confidential manner and that it expects: "... your agreement to comply with all postal rules relative to Post Office boxes or caller service."
The first Objection I Notice is that the United States Post Office ceased to exist in about 1971, when it was replaced by UNITED STATES POSTAL SERVICE. So I do not know what "Post Office boxes" rules I am, or should be, complying with. I do not knowingly have "caller service".
4.c. The second Objection I Notice is that I currently pay $44 dollars per year for my "box service" -- $10 a year for my own U.S.P.S. service -- and $34 a year to subsidize the delivery service to other people who receive "free" mail delivery into a "mail box" at or near their individual "residence" or "business".
Somehow, I just cannot understand how that situtation is supposed to be either fair and equitable or a benefit to me. It appears to be an unjust enrichment which benefits both U.S.P.S. and each of its non-boxholder customers at my expense.
5. I know of no legal reason why I should even begin to care what or how or even if UNITED STATES POSTAL SERVICE chose or chooses to designate its "Geographic Areas" or its "ZIP Code areas". Unless and until someone in an Official capacity Notices me of some legally-binding reason why I should want, need, or be compelled to use the private abbreviations and ZIP Codes of the private UNITED STATES POSTAL SERVICE, I decline to do so.
6. If the use of ZIP Codes by either Sender or Receiver implies or purports-to-confer some undisclosed and/or hidden jurisdiction, Nexus, or Presumption of jurisdiction, I hereby specifically refute such Presumption as being outside my reasonable expectations of the obligations involved in using the only generally available mail service existing in this country.
