The original construction of the USS Knight was held up by the fact that Adm. Guise pressed for a cloak. It would be impossible for a Federation vessel to go marching down through enemy space without stating its intent. There were only two ways to equip the ship with a cloak:
Since the Knight was a top secret project which was made public only after she was launched (and even then her actual mission orders and the fact that she has a cloak were not disclosed) it was unacceptable to let the Romulans know--especially since a Borg/Romulan Alliance had been much rumoured about.
Therefore it was decided that the Knight would be equipped with a cloak and if the Romulans pressed matters Guise would be blamed for stealing the cloak. Guise, with all his gall, accepted the challenge. He seemed to have only one mission in life - destruction of the Borg - and it didn't look like anything could make him yield and so the Knight was equipped with a cloak only a few days before her launch.
It is unknown whether the cloak is still onboard the ship, and/or what has happened to it. A rumor once surfaced that then Lieutenant Commander Howell Bridger stored the Cloak in his own quarters, however this was unfounded, and has since been dismissed as just a rumor.
