All flight medics and search and rescue team members will come from the normal complement of the USS Jupiter. Additional help as needed for Starfighter maintenance will be acquired from Jupiter crewbeings.
Initially Wing One will be moved to the Jupiter, and will train up during her cruise. Upon return from that cruise, Wing Two will be added to the additional completed hanger and launch and recovery facilities, when the USS Jupiter returns to Park. Operational authority for the 21st MaStAC will fall under Commodore Howell A. Bridger, while supporting authority will come from Cpt. Boyd Madison, USS Jupiter.
Squadron One will be formed through elite combat pilots experienced with action during Dominion War. Squadron Two will be raised among experienced flight specialists from Andoria, and will be moved to Park for orbital training actions as soon as they are formed. This second Squadron is a reserve action team, and is not a permanent Marine Corpos formation.
Six reserve/replacement Starfighters will be held in mothballs ready for incorporation into service, to replace failed or inactive units at all times. However, no provisions are currently made to replace units lost in combat.
Note: The Squadron assigned to service on the USS Knight after that ship completes refit, will be considered to be a part of the 21st, and will be subject to the authority of the Commander of the 21st MaStAC. It will be an additional reserve unit, brought to force strength on Terra and moved to Park for final combat team integration.
