This is the nickname Bridger has given for the combined efforts of the enemy Psions, the mad, telekinetically endowed pushers of the kironide trade. The Psions are suspected of having their origins in the Venn Sector, and having key relations with the interdicted planet of Platonia, the only known source of the kironide. They seem to be in alliance with the Combine, a mysterious and powerful criminal cartel that has spread through UFP, Klingon and Romulan space in recent decades.
Other criminal cartels have also been working with both the Psions and the Combine. It is suspected by Starfleet Intelligence that Captain Bridger and Admiral M'Benga both have 'prices on their heads' with these criminal agencies, as a result of their work on the Knight.
The Combine and the Psions, as a result of the work in Freewheel, are known to be operating their own merchant vessels under flag of UFP, Klingon, Romulan, and First Federation star empires. They also operate Q-ships, heavily armed warships disguised as merchants and using combined technologies and outlawed weapons. A single Q-ship devastated the Knight and FF Dia'Urippe at the end of Operation: Freewheel.
