'Utkala' is strictly non-political and its aims and objectives are: Helping the board of Governors of IIT-Bombay and other authorities of the institute in evolving goals and norms appropriate to the promotion of national culture and heritage. Carrying out activities reflecting the rich culture and heritage of the state of Orissa and other states. Providing a platform for exchange of thoughts and ideas among the students, teachers and staff of the Institute, associated with the State of Orissa and with Oriya language. Organising cultural, social and educational programmes and functions. Providing a platform for promotion of cultural and social activities among Utkala members (students, teachers and staff). Promotion of talents and cultural awareness among Utkala members. Organising seminars and symposia on social, cultural and educational issues. Organising dissemination of information on the academic programmes in the Institute among the students of institutes and Universities in Orissa.
