Constitution

Membership of the Association shall be open to the students, teachers and staff of the Institute coming from the State of Orissa, speaking Oriya language and those who love and respect for the State of Orissa and its language, culture and heritage.

The following shall the catagories of members:

  • Student-Member: Any student of the Institute having affiliation with the State of Orissa and/or Oriya language shall be entitled to enroll as a Student-Member by paying an entrance fee and annual membership fee as prescribed in the Constitution.
  • Faculty-Member: Any member of the faculty of the Institute having affiliation with the State of Orissa and/or Oriya language shall be entitled to enroll as a Faculty-Member by paying prescribed entrance and annual membership fee.
  • Staff-Member: Any member of the staff of the Institute having affiliation with the State of Orissa and/or Oriya language shall be entitled to enroll as a Staff-Member by paying prescribed entrance and annual membership fee.
  • Alumni-Member: An Alumnus of the Institute having affiliation with the State of Orissa and/or Oriya language shall be entitled to enroll as a Alumni-Member by paying prescribed annual or life membership fee.
  • Affiliate-Member: An person, other than the above, associated with the Institute in any manner may be admitted to Affiliate-Member by the general body of 'Utkala',  with  an appropriate membership fee.
  • Life-Member: An person of 'Utkala' may be admitted as a Life-Member by paying a lump sum equal to his/her membership fee for TEN years.
  • Associate-Members: The spouse of any member shall be Associate-Member of 'UTKALA'.

Membership Fee:

The annual membership fee for Student-Members, Faculty-members and Staff-Members shall be Rs 50/- Rs 200/- and Rs 50/-, respectively, with an equal amount as entrance fee, payble at the time the welcome Ceremony every year.

Funds of 'Utkala':

The funds of Utkala shall be kept in account(s) in bank(s) to be jointly operated by any TWO out of President, Vice President, General Secretary and Treserurer. Normally cash in hand should not exceed Rs 500/-.

General Body:

  • The Student-Members, Faculty-members, Staff-Members and Assciate-Members shall form the General body of Utkala with voting right. other members are also entitled to attend the General Body meeting.
  • The general Body shall meet as often required but not less than twice a year, at the time of Welcome Ceremony and on Utkal Divas, 1st April.
  • A General body meeting (GBM) shall be called with at least 15 DAYS notice. An extra-ordinary GBM can be called with a three days notice in which only the scheduled agenda can be taken up. An extra ordinary GBM can be requisitioned by at least a fourth of the members with voting right.
  • The GBM shall be preside over the President, in his absence the Vice-president.
  • Report of the activities of Utkala shall be presented by the General Secretary and statement of accounts by the Tresurer in the Welcome ceremony.
  • The general Body shall appoint the internal auditors for auditing the accounts.

Executive Committee:

  • Patron: The Director of the Institute shall be the Patron of Utkala and, when present,shall preside over the meetings and functions of the Association.
  • President: the President shall be elected from among the Utkala members who are on the faculty of the Institute. He/She will preside over the meetings and functions of Utkala. He.She will represent Utkala in the common meeting under the auspices of Bharati and all Institute forums.
  • Vice-President: The Vice-President shall be elected from the Utkala members who are on the faculty or staff of theInstitute or Assocate members of Utkala. He/She shall, in the absence of the president, discharge all his/her functions.
  • General-Secretary: the General-Secretary shall be elected from the tudent-Members of Utkala. He/She shall look after the office affairs of Utkala and shall convene all the meetings of the General Body and theExecutive Committee and prepare the agenda for the meetings in consulation with the President. He/She shall circulate the draft minutes of the meeting within a week's time and the final minutes after confirmation of General Body/Executive Committe. He/She shall be the custodian of the records of Utkala and shall take all necessary steps to implement the decisions of General Body and Executive Committee of Utkala.
