1. Above all else follow the Wiccan Rede. Dedicants whom do not abide the coven law and by law or our coven rules shall find grave consequence or be cast from further involvement with the coven.
2. In all things wholly, remember the Pentad. AKA The Witch's pyramid.
3. Acknowledge the Hierarchy. Responsability is privilage. Knowing that no one is infalibale, we all falter.
4. Respect a necessity. Members & students of Draconis Luna are expected to exhibit respect for all including seekers, guests, &  Sacred spaces. (reference law 5-2)Draconis Luna will not tolerate bias of any form including bias based on color, creed, race, religion, heritage, tradition, gender, sexual orientation, age or disability. We do not tolerate disrespect toward our Gods on a circle of magick or in Sacred Spaces.
4-1. Sacred Spaces are completely defined differently by each individual. Ask when in doubt. Violation through profane acts/guestures or disrespect of anothers Sacred space may prove confrontational. Touching anothers magical tools without permission may damage works and relations. Note this as warning.
4-1.1 Sacred Spaces include but are not limited to : 1)Personal space 2)A Macickal Circle 3)A Temple in ones home or on ones property 4)An alter 5)An automobile, etc. etc.
5. Major decision making will mainly be handled in group proccesion, through Coven Councel. Problems not concerning the seekers or dedicants may or may not be discussed openly, and will be handled by the appropriate persons. The High Priestess and High Priest will handle emergency situations, together with those taken as advisors. They will make the necessary decision according to the extremes involved.
5-1. The counsel includes : High Priestess, High Priest, Active Elders, Priests & Priestesses.
5-1.1 Only the councel has earned a vote for decision making. No vote is finalized until all councel members have given testamony and made a final cast.
5-1.2 Seekers,Dedicants and Summoners will be invited to most meetings of the counsel, & will be enmcouraged to express opinions of the issues at hand. Opinions given by seekers,dedicants and summoners may or may not be taken into consideration. All opinions regardless of belief or path will be heard.
5-1.3 Votes in the Counsel are earned by remaining active in the Coven through involvement in activities and participation in the structure of the Coven. Advancement in the Coven structure allows for stronger more knowledgable members to make the choices necessary for the betterment of the Coven.
5-2. Disputes and quarrels between bretheren may be brought before the HPS & HP. These will be serious problems that niether party can overcome. The HPS & HP shall hear testamony of both parties, alone at first, then together. If, though rarely, the HPS&HP cannot mediate, solve, or come to conclusion over the problem; the HPS&HP shall consult the Elders for mediation & problem solving.
5-2.1 Male Parties may need to aproach the High Priestess before the High Priest and Female parties the High Priest before the High Priestess. This may be due to comfort factors.
5-2.2 Comfort in the Coven is desirable, yet intimidation is attained on certain levels. The High Priestess doesn't rule she directs, The High Priest doesn't dominate, he coordinates. They will listen to all facts and make an educated suggestion.
5-2.3 Some quarrels or disputes cannot be solved or concluded,"some bretheren will not be ruled", therefore, the olde Law ardanes-" those who cannot bear your rule shall leave you." We recommend seeking new guidance with another association if the inccident is extreme. If the inccident is minor and all involved can be at ease with each other then we reccomend seeking further counseling with our elders. Some will leave the Coven entirely, however sad, there is nothing binding the individual or individuals to stay with DL. May parting be peaceful.
6. No magick, for good or ill, shall be performed by the Coven for ANY person or situation, without  ALL persons involved FULL & COMPREHENSIVE CONSENT. This governs not the members personal practices. "An ye harm none, do as ye will"
7. Acceptance of apprenticships/"students and initiants are the soul decision of the HPS&HP under the advisement of Active Elders. Apprentices begin a period of training, also known as their "Year &a Day", (YAD) after counseling with the Coven Counsel. This YAD trial is to better acquaint the seeker or dedicant with his/her needs from the Coven and to hone the natural talents the pupil possesses or may possess without prior knowledge.
8. The Coven Book of Shadows(CBOS) shall be kept by the High Priestess & High Priest. Written by the HPS & HP & no other. Any one but the HPS &  HP shall not remove the CBOS' contents. Nor shall the contents be revealed to anyone, save those persons agreed upon by the Coven as a whole. Never shall the CBOS be removed from the hands or covenstead of the HPS & HP. Nevertheless, the CBOS shall be available to all coven members under supervision.
8-1. Personal Books of Shadows (BOS)are the soul responsability of their owners. Draconis Luna will never ask to reveal the contents of ones BOS, unless there is due cause or concern & with mediation through the Coven counsel.
8-2. Draconis Luna FORBIDS mention of true names, phone numbers, addresses or workplaces in personal BOS'. This preventative measure protects an individuals right to privacy & protects  those whose lives would be hindered if affiliation with the craft or paganism were to be discovered.
9. Sabbaticals~ Coven members have duties which stretch them beyond their limits. Priestesses, Priests, Elders, HPSes & HPs may also extend themselves with more than just physical energies. "Breaks" , metephysical or other are what we endevor as sabbaticals. Any one may obtain a sabbatical so long as notification is established.
9-1. Lasting no longer than one year and one day; used to release stress and set aside what ails the individual.
9-2. Before the YAD sabbatical, the individual is to seek a plan with the Coven Elders.The plan enables the individual to devise the most effective route to healing & refreshing/ re-energizing the inner being.
9-3. Is not an excuse to loose touch with the Coven or HPS & HP. Contact with the HPS or HP is necessary to determine if &  when the individual will return to full covenship. Contact once every two months is sufficient , we may request more often.
9-4. The HPS & HP may choose the Coven member to take their place when on sabbatical. Be it Elder, Priestess or Priest.
9-4.1 No actions made in the Covens Name may be officiated until the HPS or HP, who has been on sabbatical, returns or forfiets the position as HPS or HP.
9-4.2 No Rule or Law or By-law may be revised, changed or negated until the HPS or HP on sabbatical returns or forfiets the  position.
9-4.3. The initiation of apprentices into full members shall be halted until the HPS or HP on sabbatical returns or forfiets the position
9-5. If after the YAD any member on sabbatical has not returned to their station or kept in contact with the Coven as requested, their place in the covendom is forfiet. If the HPS or HP returns within the YAD, they shall resume their rule, NO question- No debate. Wherein the HPS/HP does not return within the specified time, Yet does return, the former HPS/HP shall take on roles as priests/priestess & must accept the current holder of station. No question- No debate.
9-5.1 If after a YAD has passed & the AHPS or AHP does not wish to officiate a change in title, and if the counsel has NO objection, the former HPS or HP may return to his/her station.
9-5.2  If after a YAD has passed and the AHP or AHP does not wish to officiate a change in title, and the counsel HAS an objection to the former HPS/HP, then a vote will be held and a new HPS/HP will be inducted.
9-5.3 If the HPS/HP has an objection at any time to returning to the postion when they have returned from sabbatical, after conseling & a vote tallied, the AHPS/AHP may be inducted. The counsel to suggest a new role for the former HPS/HP.
10.Illegal activities of any form~ : Illegal substance abuse, illegal acts, traficing. violence & violation of persons or personal belongings/property will be cause for excommunucatio. No drugs. No violence. No molestaion or theft or attempts at such heinous acts. Not only will the perpetraitor be OUTCAST, the authorities will be called immediately. Confessions of illegal or unhonorable acts will also merit the involvement of the law & Draconis Luna's full cooperation. Past violations attoned for according to State Law may or may not be overlooked by DL or its members. Each case considered on a case-to-case basis.(reference RULES #9 section on SUBSTANCE ABUSE POLICY)
10-1. Persons observed for entrance into DL must approach and disscus with the HPS/HP & Elders the circumstance which they were in violation so as to clearify matters which may interfere in relations with other members. This approach must be completely private & confidential happening within the YAD period before ritual initiation,(ASAHP)
10.2 Be aware that not all offenses can be easily overcome or overlooked by the members of DL. Cases such as those may need to be brought before the counsel for discussion to deternine coven status of the individual.

Coven Laws and By-laws are guidelines not prison bars. There are only small differences between Laws and Rules. Laws must be enforced, and Rules can be bent. Yet if one finds him/her self crossing lines and graying others, one would find themselves reaching for atonement and alienated. DL reserves the right to change it's Laws at councels disgression.

**Individuals 17 years and younger have to be watned that DL will not further its involvement with you unless there is documentation provided of declared legal independance or parental consent. Cases of 15 years or younger will require the afore mentioned OR a parent or legal guardian to attend all instances of contacr OR the parental figures to be engaged in weekly contacr via the phone or in person. This protects both the minor and Draconis Luna from dishonest claims. DL has no way to determine the age, mental stability or cercumstance of individuals over the internet. We hold no legal doctorates or documents claiming professional rights to diagnos or treat illness, mental or physical. All advise given over the internet is not to be considered dogma or diagnosis.
